About this file
This is a Statement of Work and Specifications document issued by the Colorado Department of Corrections (CDOC) for solicitation DQ 2027000122 regarding the procurement of Mossberg 590A1 Professional Series 12-gauge shotguns or equivalent products. CDOC is transitioning its firearm inventory from legacy Remington 870 Police Magnum shotguns due to ongoing supply chain challenges and maintainability issues. The specifications require 12-gauge, 3-inch chamber heavy-duty pump-action tactical shotguns with full MIL-SPEC 33443G compliance, heavy-walled barrels, metal trigger guards and safety buttons with Parkerized corrosion-resistant finishes, top-mounted ambidextrous safety controls, dual extractors, twin action bars, anti-jam elevators, XS Ghost Ring Sights with optics-ready receivers, and 6-round side saddles. All shotguns must be shipped directly from the manufacturer to the CDOC Central Armory in Canon City, Colorado. Bidders must submit trade-in credit values for the Department's current inventory of serviceable and non-serviceable Remington 870 shotguns and provide shipping and lead time information with their quotes.
Pricing must be itemized as specified in Exhibit D and is considered all-inclusive with no additional shipping, surcharges, or taxes payable by CDOC; bidders must incorporate shipping costs into their bid responses. All pricing shall remain firm during the Purchase Order term. Bidders must provide three calendar days' written notice if unable to meet delivery schedules, and failure to deliver on three separate occasions within agreed timeframes may result in vendor disqualification from future solicitations for three years or indefinitely. Respondents must complete and return all exhibits, confirm Colorado Secretary of State registration or obtain it before contract execution, certify compliance with accessibility requirements, confirm payment of applicable Colorado taxes with no outstanding state debt, and disclose any defaults, contract terminations for cause, or litigation against the State of Colorado within the past five years. Service-Disabled Veteran Owned Small Businesses (SDVOSBs) may qualify for consideration if properly certified through the U.S. Department of Veterans Affairs and meet Colorado incorporation or business location requirements.
