This Statement of Work from the Colorado Department of Corrections (CDOC) describes writing development services to revive the department's offender-published newspaper and related publications. CDOC seeks a qualified bidder to facilitate up to two monthly in-person writing labs across multiple facilities, deliver four annual cohort-based courses focusing on communication, writing, storytelling, narrative development, digital literacy, and emerging technologies, and publish four quarterly issues of a statewide newspaper and four quarterly issues of a creative arts magazine annually with specified distribution windows (August/September, October/November, February/March, and May/June). The bidder must also publish an annual anthology of best works in May/June and demonstrate previous experience with writing labs and offender newspaper development. All services will be delivered in a professional manner with content submitted to the Prison Programs office for review prior to publication. CDOC staff will coordinate facility meetings, promote the newspaper, provide final content approval, conduct background checks for contractor staff, deliver annual training, and monitor communications on the Securus tablet platform.
Pricing shall be itemized and all-inclusive with no surcharges or taxes, and all pricing must remain firm throughout the contract term, though CDOC may elect to allow annual price increases not exceeding 2.5% if mutually agreed upon. Invoices for monthly services must be submitted by the 15th of each month to specified email addresses, with final invoices and closeout documentation due by June 15th. Bidders must complete all required CDOC training, including PREA guidelines, computer usage policies, and facility operational directives, at no reimbursement. Prospective bidders must demonstrate Colorado Secretary of State registration, disclose any out-of-state services, confirm accessibility compliance, affirm agreement with Purchase Order terms and conditions, and certify payment of applicable Colorado taxes with no outstanding state debt.
