b. Power Output: Minimum 190 kW (continuous) / 400 kW (peak or greater).

Rationale: High peak power is required for accelerating up on-ramps and mountain grades while fully loaded. 190kW minimum to insure sustained climbing ability on long grades.

c. Torque: Minimum 2,450 Nm (approximately 1,800 lb-ft). Peak torque available from 0 RPM. Rationale: Essential for gradeability on 8%+ slopes in the Canon City area.

d. Transmission: Multi-speed automated transmission (2-speed or greater) stronger preferred to optimize motor efficiency across the speed range.

e. Regenerative Braking: Driver-controlled regenerative braking (e.g, steering column paddle or stalk), with multiple levels of aggression. Rationale: Critical for energy recapture on long descents and reducing wear on friction brakes.

iii. Battery System and Charging

a. Mandatory Range: Minimum 180-mile winter range. Note: All Offerors will be required to submit documentation supporting their range performance. This requirement must be demonstrated via NREL-validated model (or equivalent) that their vehicle can achieve at least 180 miles of range at 20°F while performing at least two full winch cycles and on wheel-lift deployment.

b. Chemistry: Nickel Manganese Cobalt (NMC) or Lithium Iron Phosphate (LFP) dependent on OEM generation. Offerors may use a different chemistry provided they justify reasoning while explaining/demonstrating how new chemistry will aid in the range requirements through winter and summer months.

c. Thermal Management: Active liquid cooling and heating system is Mandatory.

Passive air-cooled systems will be disqualified due to Colorado’s climate extremes (-20°F to 110°F)

d. Charging Port: CCS1 (Combined Charging System) or NACS (North American Charging Standard).

e. DC Fast Charging: Minimum 150 kW peak acceptance rate. Additional consideration will be given to Offerors that can reasonably achieve 180+KWH winter charging speeds. This allows a 0-80% charge in approximately 90 minutes for the larger Class 7 battery.

The rollback body must be optimized for weight to preserve the vehicle’s range while maintaining the structural rigidity needed to transport heavy-duty pickup trucks and construction equipment.

a. Body Material: The 22-foot rollback deck must be constructed from extruded 6061- T6 aluminum. Aluminum offers a 1,500 lb weight savings compared to steel, which directly translates to an 8% increase in real-world range.

b. Winch System: A Ramsey H-200 hydraulic winch (or equivalent specifications and quality) is required. Must be hydraulic winch driven by an Electric Power Take-Off (ePTO) that powers a variable displacement piston pump. This “power-on-demand” system consumes energy only when hydraulic flow is required, drastically reducing the parasitic load compared to an idling diesel engine.

c. Rear Recovery: An integrated hydraulic wheel lift (3,500 lb lift /10,000 lb tow), must be installed at the rear, with controls located on the driver’s side. An offboard controller for the winch would be preferred.

vi. Electric Chassis Delivery Timeframe Policy To mitigate risks related to supply chain volatility and long-lead components, the awarded Offeror(s) will be required to strictly follow the Electric Chassis Delivery Timeframe policy.

a. Confirmation Requirement: The awarded Offeror must achieve and provide written confirmation of chassis production or build slot availability within sixty (60) to ninety

b. Documentation: Confirmation must include a valid OEM-issued production number, build week assignment, or a Vehicle Identification Number (VIN) allocation specifically reserved for the CDOC.

c. Compliance: Failure to provide this confirmation within the 90-day maximum window will trigger the remedial actions.

vii. “Winter Ready” Winter Operability and Safety Systems The vehicle must be equipped for serve winter operations:

a. Cab Heating: High-voltage electric heater (PTC) required. Heat pump technology is highly desirable for range conservation.

b. Cold Weather Package: Heated mirrors and Battery Heater Pre-Conditioning capability. The vehicle must be able to use grid power (while plugged in) to warm the battery pack to optimal operating temperature before the shift begins.

c. Traction Control: Integration of an ON spot automatic tire chain system is mandatory.

This air-actuated system allows the driver to engage chains at the flip of a dash switch while moving at speeds of up to 35 MPH.

d. Lighting: A full amber LED light bar with auxiliary switches must be mounted over the cab. This bar will need to include integrated rear-facing brake, turn, and tail lights to ensure visibility when a vehicle is loaded on the bed. White LED spotter lights must be equipped on the rollback body near the winch and on the rear of the vehicle to illuminate during limited visibility times.

e. Securement: The Tow Truck is required to be supplied with a full kit of Grade 70 transport chains. Grade 70 chain is specified for its ability to stretch before breaking, providing a visual warning of overload and absorbing shock loads during transport.
