About this file

This is a Performance Work Statement for the design, fabrication, and installation of two fall arrest systems for the Vehicle Maintenance Building 3 at Quonset Air National Guard Base in North Kingstown, Rhode Island. The contract number is W50S9426QSY19.

The project requires two independent fall protection rail systems: a Fuel Bay system approximately 42 feet in length and a Main Bay system approximately 65 feet in length with a break to accommodate a fixed crane system. Each rail must support two concurrent users with trolleys, lanyards, and associated components. The system design must comply with multiple ANSI/ASSP standards (Z359.2, Z359.3, Z359.6, Z359.7, Z359.11, Z359.12, Z359.13, Z359.14, Z359.15, and Z359.18) as well as 29 CFR 1910 occupational safety standards. The design engineer must be a Professional Engineer licensed in Rhode Island and experienced in fall protection system design, and must perform dynamic and dead load analysis, calculate fall clearance requirements, and coordinate with building mechanical and electrical systems. The system must be designed for a maximum arresting force of 900 pounds per worker with a safety factor of two against failure. Deliverables include sealed shop drawings, product data, physical samples (harness, carabiner, lifeline, trolley), engineering analysis, manufacturer certificates, operational test certification, and comprehensive operation and maintenance documentation. The contractor must provide operator and maintenance training (minimum four hours) at the installation site, conduct static proof testing, and provide a one-year extended warranty beyond the manufacturer's standard warranty. All welding must comply with AWS D14.1/D14.1M and AWS D1.1/D1.1M standards, and the manufacturer must demonstrate at least five years of continuous fall protection system production with successful installations free of litigation, injuries, or fatalities.
