SECTION 1: GENERAL INFORMATION

1.1 INTRODUCTION

Clatsop Community College (College) is issuing this Request for Proposal for Nursing Program Simulation Equipment.

The College Simulation Lab has been designed to mimic clinical settings to provide the nursing students at College the opportunity to practice nursing clinical judgment at the patient’s bedside, and to enhance their skills. The students are given clinically focused case scenarios in which they must act as the nurse and demonstrate safe, research-based nursing care as the “patient’s” conditions change. Nursing faculty facilitate the students’ learning experience in the simulation lab.

Good quality, working simulation equipment is needed for training nursing students in this a controlled and safe setting. Faculty would like to add an adult male and newborn high-fidelity simulators to assist in meeting the growing safety training needs resulting from increasingly complex and acute health conditions more frequently occurring in today’s acute and community-based care settings.

Additional details on the Scope of the goods or services or both are included in the Scope of Work/Specifications section.

Project Dates: Equipment to be in place by early to mid-December 2021 with training of faculty for usage.

College anticipates the award of one Contract from this RFP. The initial term of the Contract is anticipated to be 3 (three) months with options to renew up to a maximum of 1 (one) year.

SECTION 2: AUTHORITY, OVERVIEW, AND SCOPE

2.1 AUTHORITY AND METHOD

College is issuing this RFP pursuant to its authority under ORS 341.290(12).

College is using the Competitive Sealed Proposal method, pursuant to ORS 279B.060 and OAR 137-047-0260. College may use a combination of the methods for Competitive Sealed Proposals, including optional procedures: a) Competitive Range; b) Discussions and Revised Proposals; c) Revised Rounds of Negotiations; d) Negotiations; e) Best and Final Offers; and f) Multistep Sealed Proposals.

2.2 DEFINITION OF TERMS

For the purposes of this RFP, capitalized words are defined in OAR 137-046-0110 or as defined as follows: “College” means Clatsop Community College

2.3 OVERVIEW AND PURPOSE

2.3.1 College Overview and Background

Clatsop Community College was founded in 1958 by the Astoria School District. It is accredited by the Northwest Commission on Colleges and Universities. It offers numerous professional and technical programs targeted at meeting the needs of the local economy. Clatsop launched a 2-year Associate of Applied Science (AAS) in Nursing degree in 1983. The Clatsop Nursing Program joined the Oregon Consortium for Nursing Education (OCNE) in 2016. The Program seeks to provide rich educational experiences for its students by including simulation experiences that promote critical thinking and clinical reasoning.

2.3.2 Project Overview and Background

Simulation equipment has been part of the training of nursing students at the College since grant funds were used to set up a simulation lab with one male manikin in 2008. This male manikin is no longer under warranty and ongoing repairs have helped him remain somewhat functional, though unreliable. A birthing simulator was purchased for the sim lab in 2017 by a generous donor. In 2020 an adult, non-pregnant female and youth manikins were purchased. The Clatsop Nursing Program is seeking to replace the male manikin and also add a newborn simulation manikin.

2.3.3 Purpose

In order to continue to provide simulation experiences for nursing students, it is time to replace the failing adult male simulation manikin and add additional simulation equipment in order to continue to add quality experiences for students. Both the adult male and the newborn manikins would open up the opportunity to incorporate other types of scenarios for students to experience.

2.4 SCOPE OF WORK/SPECIFICATIONS

College is soliciting competitive proposals for new and/or refurbished equipment as part of a general upgrade of the Nursing Simulation Lab. College is seeking to acquire and install additional mannequin(s), with an emphasis on adult male and newborn simulators, which will assure availability of a working simulator and afford the opportunity to develop more real-life scenarios that focus on adult male and newborn clients.

Proposal must include warranty information, service plan options and future support response information. Proposal must include delivery, set-up, and training for the simulator equipment.

Please include wireless, remote “patient” operation, monitoring and audio options in the Proposal. Proposal must include warranty information, service plan options and future support response information. Proposal must include delivery, set-up, and training for the simulator equipment.

The following items are preferred but we expect the inclusion of all of them would price the simulators out of our reach. Please identify which are part of the base package and which are optional, along with the price associated with the option. If we can add an item later, please identify that as well.

4.11 POINT AND SCORE CALCULATIONS

Scores are the values (0 through 10) assigned by each evaluator.

Points are the total possible for each section as listed in the table below.

TOTAL POINTS POSSIBLE :

The SPC will average all scores for each evaluation criterion. The average score will be used as a percentage multiplier of the maximum possible points for that criterion. 1=10%, 5=50%, 7.2=72%, 9=90%, etc. Price points are calculated as stated in the Price Evaluation section 4.10.3.

EXAMPLE:

Proposer A receives scores of 10, 9, and 9.5 for criterion worth 50 points. The SPC averages 10, 9, and 9.5 for a score of 9.5 and uses 95% as a multiplier to the possible points of 50. 50 multiplied by 95% is 47.5. Proposer A’s points for the criterion is 47.5.

4.12 RANKING OF PROPOSERS

The SPC will total the final average score (calculated by totaling the points awarded by each Evaluation Committee member and dividing by the number of members), together with references, and final price. After each applicable preference has been applied, SPC will determine rank order for each respective Proposal and Proposer, with the highest score receiving the highest rank, and successive rank order determined by the next highest score.

5.3.5 Pay Equity Compliance

As required by [ORS 279B.235 or ORS 279C.520], Contractor shall comply with ORS 652.220 and shall not discriminate against any of Contractor’s employees in the payment of wages or other compensation for work of comparable character, the performance of which requires comparable skills, or pay any employee at a rate less than another for comparable work, based on an employee’s membership in a protected class.

Commencing on January 1, 2019, Contractor must comply with ORS 652.220 as amended and shall not unlawfully discriminate against any of Contractor’s employees in the payment of wages or other compensation for work of comparable character on the basis of an employee’s membership in a protected class. “Protected class” means a group of persons distinguished by race, color, religion, sex, sexual orientation, national origin, marital status, veteran status, disability or age. Unless College agrees to modify any of the terms and conditions, College intends to enter into a Contract with the successful Proposer substantially in the form set forth in Sample Contract (Attachment A).

It may be possible to negotiate some provisions of the final Contract; however, College is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that the College believes modifications to the standard provisions constitute increased risk and increased cost to the College. Therefore, College will consider the Scope of requested exceptions in the evaluation of Proposal.

Any subsequent negotiated changes are subject to prior approval of the College’s legal counsel.

College is willing to negotiate all items, except those listed below:

· Choice of law
