About this file

This document is a Sole Source Justification for the Intelligent Mail Locker Maintenance contract at NAVSUP Field Office Mailrooms.

The Navy requires a contractor to provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Intelligent Mail Locker Maintenance at multiple locations. The contract has a period of performance from September 16, 2022 to September 15, 2023, with four 12-month option periods. The estimated total value is undisclosed. The justification for using a sole source procurement is that the Pitney Bowes Intelligent Lockers are proprietary and no other vendor can provide the required maintenance and support. The Navy has a significant existing investment of over $7.2 million in the Pitney Bowes system. Consideration of another vendor would result in substantial duplication of costs. Pitney Bowes is the only qualified source to execute this work due to the proprietary nature of the equipment and software.
