About this file
This is a Justification for Sole Source Procurement document for the Naval Submarine Medical Research Laboratory (NSMRL) to upgrade an audiology booth. Purchase Request/Document number 1301361936 restricts the acquisition to E3 Diagnostics, Inc., the original manufacturer, with a required delivery date of 30 days after award.
The procurement includes GSI Audio Equipment devices (GSI AudioStar Pro 2-Channel audiometer, GSI Tympstar Pro tympanometer, High Performance Speaker, and AP70 FF Amplifier), audio booth upgrades (Custom Sound Room jack panel), and associated services including installation, training, calibration, certification, and shipping. The justification cites two primary factors supporting sole source award: (1) patent and proprietary data limitations, as Grason-Stadler (GSI) products are exclusively provided by E3 Diagnostics, which owns all proprietary data and is the only authorized reseller in the New England area; and (2) direct replacement parts compatibility, as the upgraded equipment will replace older GSI models currently in use and ensure seamless integration with existing booth interfaces. Market research confirmed no alternatives exist through mandatory sources (UNICOR, AbilityOne, GSA), and no other products on the market satisfy the government's minimum requirements. NAVSUP Fleet Logistics Center, Norfolk Contracting Department is the contracting officer responsible for this procurement under simplified procedures for micropurchases below the simplified acquisition threshold.

In conclusion, the requested supplies or services represent the minimum requirements of the government.
Describe in detail why only this source(s) can furnish the requirements to the exclusion of other sources.
The Naval Submarine Medical Research Laboratory (NSMRL), located in Groton, Connecticut, needs GSI Audio Equipment and custom installation/training for said products. This procurement is necessary for the laboratory needs to upgrade its audiology booth used to facilitate upcoming studies. NSMRL leverages its onsite audiology equipment to develop, test, and evaluate underwater noise systems that measure high-noise levels in operational environments, monitor the effects of noise exposure on personnel hearing, and investigate the range and limits of underwater hearing, among other efforts.
e3 Diagnostics products are compatible and interface with existing auditory screening and assessment equipment currently owned and used by NSMRL for ongoing research. The seamless interfacing provides consistency for these crucial screenings and data collections. If an alternative source was used other than e3 Diagnostics this could result in inconsistencies in results and system malfunctions.
Market Research was conducted against mandatory sources such as UNICOR, AbilityOne, and GSA which yielded negative results. e3 Diagnostics does not have any authorized resellers in the New England Area.
Currently, there are no other products on the market that can satisfy the Government's minimum requirement.
☒ A patent, copyright or proprietary data limits competition.
Grason-Stadler (GSI) is a line of products only provided by e3 Diagnostics. e3 Diagnostics owns and maintains all proprietary data for the Grason-Stadler GSI) products and its operating systems. e3 Diagnostics is the only authorized reseller in the New England area for Grason-Stadler’s products.
☒ These are "direct replacement" parts/components for existing equipment.
Currently, NSMRL’s audio booth has older models of the requested equipment (including the GSI tympanometer and audiometer (i.e., GSI 61)). The requested upgraded equipment would replace the older models with their most updated versions, enhancing the booth with greater/updated capabilities and allowing it to meet the latest industry standards. The consistency in vendor and equipment will also enable clean, seamless transitions and connections with the current booth interface. The acquisition of alternative equipment from different companies may limit the compatibility of components to the current booth interface and setup.
