About this file

This Supply Specification Sheet from the United States Naval Academy (USNA) Chemistry Department details a procurement request for a sophisticated scientific instrument. The objective is to purchase a Dual Polarity linear MALDI-TOF (Matrix-assisted Laser-Desorption/Ionization) Mass Spectrometer with imaging capability, replacing a 15-year-old instrument. The required specifications include a mass spectrometer with resolution of at least 5000 FWHM, accuracy of 20 ppm or less, mass range of 50 to 500,000 daltons, and the ability to operate in both positive and negative ion modes. The instrument will support midshipman education in chemistry, biochemistry, and medical programs, with an estimated budget of approximately $260,000. Additional requirements include Win11-compatible software, a laminar sprayer for sample preparation, on-site installation by manufacturer-trained technicians, a one-year manufacturer warranty, and an uninterruptible power supply.

USNA, CHEMISTRY DEPARTMENNT

SUPPLY SPECIFICATION SHEET

1. OBJECTIVE

The objective is to purchase a scientific instrument which provides accurate detection of molecular weight and fragmentation of chemicals and biochemicals, as well as structure determination and MS-imaging based on detection of those chemicals. These capabilities will support midshipman education at the United States Naval Academy as they develop into technically competent leaders and warfighters. This instrument will be deployed in the chemistry, biochemistry, and medical corps (premedical) programs, and facilitate cutting-edge faculty research. This instrument will replace a 15-year old instrument that is well past its service lifetime and does not have all of the capabilities of new instrumentation. The instrument this is replacing is used routinely in teaching labs for ~50 chemistry and biochemistry major each semester as well as by students in independent research courses and, over its service lifetime, by a dozen or more faculty in their professional scientific research. The new instrument under consideration will sustain and enhance these applications and techniques that can be taught to students and used by faculty, including cutting-edge MALDI-imaging (mass microscope) technology that has the potential to revolutionize biochemical research and medical technologies.

2. SCOPE

The scope is to procure a Dual Polarity (positive and negative mode) linear MALDI-TOF (Matrix-assisted Laser- Desorption/Ionization) Mass Spectrometer with imaging capability, all necessary imaging accessories and software including laminar sprayer, and suitable Uninterruptable Power Supply (UPS). Detailed specifications are included below that define the minimum needs of the government. Two quotations from market research are attached that either completely (Shimadzu) or mostly (Bruker) meet the needs of the government in the price range authorized for this purchase (~260K).

3. REQUIREMENTS/DELIVERABLES

The technical specifications of the requirements are as follows:

MALDI-TOF (matrix-assisted laser-desorption/ionization time-of-flight) mass spectrometer capable of operating in the linear mode (at least) including dual polarity (both negative-ion and positive-ion modes) and MALDI-MS imaging.

o Resolution of at least 5000 FWHM (Full Width at Half Maximum, larger is better) o Capable of accuracy of 20 ppm of less o At least one high-sensitivity mass detector (single-TOF detector*) o Mass range of at least 50 daltons to 500,000 daltons

Win11-compatible Software and/or standalone computer system to run the MALDI-TOF and analyze results All accessories and software necessary to use the instrument for MALDI-MS imaging (mass microscopy) A laminar sprayer machine for preparation of high-resolution MALDI-imaging samples. Examples include the Shimadzu IMlayer Aero or the HTX M3+.

Delivery and on-site installation by manufacturer-trained and approved technicians At least one year manufacturer service warranty including on-site emergency service UPS (uninterruptable power supply) capable of power conditioning and uninterruptable power supply to instrument, to protect against brownouts and short (5 min) blackouts.

* a TOF/TOF (MS^2) dual detector would be preferred, but likely outside the price range. Upgradability to TOF/TOF is a desirable feature.
