This document set comprises the contract documents for the Pioneer Road Improvements Project issued by Draper City Corporation Engineering Division in Draper, Utah. The project scope encompasses all labor, materials, tools, and equipment necessary to construct improvements on Pioneer Road from 700 East to 1300 East, including new storm drain installation, curb and gutter construction, sidewalk placement, and asphalt milling and overlay work. The bid documents and specifications were posted to the Utah Public Procurement Place (U3P) on or before Wednesday, April 22, 2026 at 2:00 PM. Electronic bid responses were due by 2:00 PM on Thursday, May 7, 2026, with no pre-bid conference scheduled. A site examination was required prior to bid submission. A 5% bid bond was required with all bids. The contract award was to be made to the lowest responsible bidder based on experience, qualifications, and previous performance history with Draper City. Upon notice of award, the contractor had ten calendar days to execute the construction agreement and provide performance and payment bonds, each in the amount of 100% of the contract price. Work was to commence within ten days of the Notice to Proceed and be completed within ninety calendar days, with work beginning no later than June 1, 2026.
The contract included thirty-four bid line items with unit prices and lump sum fees covering various construction tasks, including storm water pollution prevention, traffic control, clearing and grubbing, concrete and asphalt removal, pipe installation, concrete work, paving, and landscaping. Liquidated damages were assessed at $1,000 per day for late completion beyond the contract time and punch list completion period. The contractor was responsible for all quality control and material testing costs, excluding acceptance testing performed at city expense. Insurance requirements included $1,000,000 combined single limit general liability, $1,000,000 automobile liability, and workers' compensation coverage as required by Utah law with $500,000 employer's liability limits. The city named itself as an additional insured. A one-year warranty period following project acceptance for maintenance was required, with the performance bond extended to cover this period. Progress payments were submitted monthly with final payment contingent on completion of all punch list items, submission of record drawings, extended performance bond verification, and a full and final lien waiver from the contractor.
