Suncrest Drive Transmission Line Improvements Project Summary

This document is a complete set of contract documents for a construction project issued by Draper City Corporation's Engineering Division in Draper, Utah. The project scope involves constructing two cast-in-place pressure reducing valve vaults with associated ductile iron piping, appurtenances, and electrical improvements at a third existing vault. Work includes site restoration, blowoff boxes, storm drain connections, corrosion monitoring and cathodic protection systems, and asphalt pavement restoration totaling 1,160 square yards. Critical water shutdowns are limited to a maximum of two occurrences, with all tie-in and shutdown work required to be completed by October 1, 2026, and all work finished by November 30, 2026. A pre-bid conference was scheduled for 1:30 PM on May 14, 2026, at Draper City Hall Council Chambers. Bidders were required to submit questions electronically through U3P-Bonfire by 5:00 PM on May 21, 2026, and electronic bid responses were due by 1:00 PM on May 28, 2026, with public opening immediately following. The contract award would be based on the lowest responsible bidder, with consideration given to the contractor's experience, past performance with the City, and ability to meet critical schedule requirements.

The bid structure includes 14 line items comprising 13 lump sum items and one unit price item (asphalt pavement at $0 per square yard), with mobilization capped at 10 percent of contract price and a 5 percent bid bond required with the submission. Performance and payment bonds, each equaling 100 percent of the contract price, must be furnished within ten calendar days of notice of award and maintained for one year following project completion. Liquidated damages of $1,000 per day apply for late completion of contract time, late punch list completion, unauthorized survey monument disturbance, and interruptions to public utility services, with additional provisions allowing the City to recover actual damages beyond liquidated damages amounts. The contractor must maintain general liability insurance of $1,000,000 combined single limit per occurrence with $2,000,000 aggregate, automobile liability of $1,000,000, and workers' compensation as required by Utah law, with the City named as additional insured. Work is restricted to 7:00 AM to 7:00 PM Monday through Saturday, with special equipment and traffic control measures required for this mountain road subject to snow accumulation. The project utilizes a standard Draper City construction agreement format with detailed general conditions, standard specifications, and technical specifications addressing concrete work, metal fabrications, electrical systems, earthwork, utilities, piping, and valve installations.
