About this file

This is a Claim of Business Confidentiality document related to a Request for Statements of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing, in conjunction with the Governor's Office of Economic Development, for an Independent Consultant for Regionally Significant Development Zone. The procurement seeks design professional service providers and consultants under Utah Procurement Code 63G-6a Part 15, with a contract term not to exceed five years. The RFSQ operates on a two-stage evaluation process, with Stage 1 focused on technical proposals evaluated against established criteria. Vendors are explicitly instructed not to include pricing information in their qualifications submissions.

Technical proposals will be evaluated across four criteria categories totaling 700 points: Vendor Qualifications (250 points), Scope of Services (250 points), Project Timeline (100 points), and Project Budget (100 points). The highest-ranked vendor will be selected to negotiate a contract at fair and reasonable compensation rates determined through discussions with the state. If negotiations with the highest-ranked vendor are unsuccessful regarding compensation, contract requirements, or contract documents, the State of Utah reserves the right to proceed with negotiations with the next highest-ranked vendor. An evaluation score sheet detailing the relative weight assigned to each criterion has been provided as part of the RFSQ documentation.
