About this file

This is a Claim of Business Confidentiality document submitted to the State of Utah Division of Purchasing in response to the Department of Public Safety's 75th Awards Banquet Request for Proposal. The RFP seeks a single contract award for comprehensive banquet services and hotel accommodations. The procurement process utilizes a two-stage evaluation methodology: Stage 1 involves an initial review to eliminate non-responsive proposals that fail to meet mandatory minimum requirements, and Stage 2 involves technical evaluation by a committee scoring proposals across five criteria—Capacity and Flow (350 points), Cost Effectiveness (100 points), Room Availability (100 points), Facility Quality (150 points), and AV Capabilities (100 points). Responsive proposals must achieve a minimum threshold score of 560 points to advance to final cost proposal evaluation. The contract will be issued as a purchase order with a single award to the highest-scoring responsive and responsible vendor.

The final evaluation stage applies a cost-based scoring methodology where the lowest-cost proposal receives the maximum 200 points, and all other proposals receive proportional points calculated using the formula: Cost Points × (Lowest Proposed Price/Proposed Price). This ensures cost competitiveness while maintaining emphasis on technical qualifications. The document indicates this is a business confidentiality claim, suggesting sensitive proprietary information was submitted with the proposal response. No specific pricing amounts, renewal options, site visit dates, or bidder conference details are documented within this confidentiality claim file.
