About this file

This is a Claim of Business Confidentiality document related to a Request for Proposal issued by the State of Utah Department of Health and Human Services for a Healthcare Facilities Data Contractor. The procurement seeks a specialized vendor to provide a comprehensive statewide management and reporting solution for the Utah Healthcare Facility Database, which will collect, validate, and audit encounter-level records for inpatient discharges, emergency department visits, and ambulatory surgeries. The initiative is mandated by Utah Code Title 26B-8 Part 5 and Administrative Rule R428-10 and addresses fragmented data silos and inaccuracies that contribute to administrative waste. The contract is anticipated to result in a single award to the responsive and responsible offeror with the highest evaluation score, with a five-year term and a requirement that vendors guarantee pricing for one year.

The State of Utah anticipates using the collected data to produce public reports enabling consumers to make informed healthcare decisions, identify health disparities, evaluate community outcomes, and provide policymakers with insights regarding healthcare cost drivers and system efficiency improvements. The Claim of Business Confidentiality document itself indicates that a bidder has submitted information deemed confidential and proprietary, which is being protected from public disclosure in accordance with applicable procurement regulations.
