About this file

This is a Request for Proposals (RFP) issued by the Timp-Nebo Conservation District, a Utah state and local agency, seeking contractual services for the design, implementation, and installation of a centrifugal separator system for dairy manure processing. The project involves designing and installing a centrifuge at a dairy operation near Elberta, Utah that currently generates 400 gallons of liquid waste per minute from 9,500 dairy cows. The centrifuge system must reduce solids content in the liquid waste stream from 4-9% to 2% or less to enable distribution through center-pivot irrigation systems. The proposed centrifuge must fit within an existing building with interior dimensions of 25 feet length, 60 feet width, and 14 feet height, and must include design plans, engineering services with professional engineer approval, the centrifuge unit, feed capacity of 200-400 gallons per minute, pumps, electrical work, approximately 3,500 feet of supply lines, and all operational components. Proposals are limited to 10 pages with resumes and references submitted in appendices and must be submitted by email to Daniel Gunnell (drgunnell@utah.gov) and Katie Ottmann (katieottmann@utah.gov) by 5:00 p.m. on April 17th, 2026. Operational and design-related questions must be directed to dairy owner Jason Bateman by 5:00 p.m. on April 15th, 2026. The project completion date is July 2026.

Proposals will be evaluated in two separate parts, with cost examined after non-cost criteria evaluation, using a weighted scoring system based on related experience and success in similar projects (30%), quality and thoroughness of preliminary design (50%), and client satisfaction (20%). Contractors must demonstrate expertise in centrifuge system design and installation on agricultural and dairy operations. The contract utilizes Federal funding from the American Rescue Plan Act (ARPA). The contractor will be reimbursed for actual costs incurred through billing statements submitted to the District Board for authorization, with all final reports and quality assurance/quality control documentation required within 14 days of project completion. No incumbent contractor, current environment details, or specific contract term renewal options are identified in this solicitation.

Timp-Nebo Conservation District

Request for Proposals: Centrifugal Separator for Dairy Manure near Elberta, Utah

Introduction

The Timp-Nebo Conservation District is requesting proposals for contractual work in the design, implementation and installation of a centrifugal separator for dairy manure. Project completion date is July 2026.

Please submit by email a proposal to Daniel Gunnell and Katie Ottmann by 5:00 pm, April

17th, 2026.

Daniel Gunnell, Resource Coordinator

(435) 749-0853 drgunnell@utah.gov and katieottmann@utah.gov

Proposals are limited to 10 pages; resumes and references are not counted toward the page limit and may be included in an appendix. A certain level of technical expertise is required to design and install a centrifugal separator. Potential contractors should have a high level of expertise and understanding about implementing centrifuges on dairy operations and the associated manufactures requirements for installation. The process also requires working with an agricultural producer and government agencies.

Project Overview

The Timp-Nebo Conservation District is working with a local landowner, as well as the Utah

Division of Water Quality, and the Utah Department of Agriculture and Food for the installation of a centrifugal separator.

The Timp-Nebo Conservation District is looking for a contractor who will design and install a centrifuge for use on a dairy operation. The dairy is currently implementing a sand lane to separate sand bedding from the raw dairy manure waste stream. After the sand is removed, the raw waste is separated into solids and liquids through a gravity screen separator and screw press. After separation, solids are sent to an on-site composting facility and liquids are sent to liquid waste storage facilities.

The dairy is looking to add a centrifuge after the solid/liquid separation step to further remove remaining solids and impurities (currently approx. 4-9% solids) from the liquid waste stream prior to the liquids being sent to the liquid holding facilities. The dairy would like the centrifuge to remove enough solids and other impurities that the treated liquid would be able to be distributed around the operation through center-pivot irrigation systems. Liquids coming out of the centrifuge should be 2% solids or less.

This bid must include all design and engineering services, including final approval and signature by a Utah Professional Engineer, the centrifuge, and all necessary components for the system to be fully operational, including (but not limited to) plumbing, supply lines, pumps, electrical work or upgrades, etc.

For any operational or design-related questions related to this project, please contact the dairy owner/operator Jason Bateman at jasonjbateman@gmail.com by April 15th, 2026 at

5:00pm.

Project Specifications

The dairy currently milks 9,500 dairy cows per day, and generates 400 gallons of liquid waste per minute, 365 days a year. The proposed system must be able to handle this rate of waste generation at a minimum.

The location of the liquid storage facilities, inlet box, sand lane, and solid/liquid gravity separator are shown on the following map. The gravity separator is already situated in the west half of the existing building. The proposed centrifuge site is located in the east half of the building. The system must be able to fit within the existing building at the centrifuge site location. Interior dimensions of the building that the centrifuge will need to fit in are:

Length: 25 ft

Width: 60 ft

Height: 14 ft

The bid will need to include the following items at a minimum, as well as all necessary components for the system to be fully operational, including (but not limited to) plumbing, supply lines, pumps, electrical work or upgrades, etc:

● Design plan

● Centrifuge

○ 200-400 gpm feed capacity

○ 165 HP total installed power

○ No larger than 6 m x 2 m x 2 m (L x W x H)

● 11.8 inch minimum wet well pump

● 25 HP motor, 1800 rpm

● 8 inch flush pump for 14 foot pit

● 30 HP frame motor
