IV. Description of Services and/or Products Required
West Valley City Parks and Recreation is soliciting proposals for trip hazard and concrete repair at the West Valley City Centennial Outdoor Pool. The work generally includes repair of expansion joints, concrete cracks, gaps, separations, and related deteriorated concrete areas on and around the outdoor pool deck, pavilions, and associated concrete surfaces.
Responders are responsible for verifying all quantities, dimensions, square footage, linear footage, existing conditions, access requirements, and site constraints.
Please be clear and concise in explaining how your proposal meets the requirements outlined below. Include a timetable for startup and completion of all work.
Proposal Requirements:
1. The proposal shall include:
a. Scheduled site visit with verification and identification of existing conditions.
b. Recommended repair methods for identified deficiencies.
c. Materials and manufacturer information for proposed repair systems.
d. Lump-sum and/or Itemized pricing for the anticipated base scope.
e. Unit pricing for additional joint, crack, gap, and concrete surface repairs.
f. Separate unit pricing for concrete removal and replacement.
g. Identification and pricing of any conditions requiring specialized or additional work.
h. Any exclusions, assumptions, or limitations.
i. Estimated project schedule and anticipated duration of work.
2. Tolerance Threshold:
a. Zero Tolerance for Trip Hazards > 1/4": Any vertical displacement, lip, or surface offset exceeding 1/4 inch (0.25") between adjacent concrete panels, expansion joints, or crack boundaries must be eliminated.
3. Trip Hazard Mitigation Methods:
a. Precision Concrete Grinding/Scarifying: Tapered transition grinding must maintain a slope ratio of at least 1:12 (1 inch of transition per 1/16 inch of lift) to ensure a smooth, gradual slope.
b. Concrete Slab Stabilization/Lifting: Where slab settling exceeds 1/2 inch, the Contractor may propose polyurethane foam injection or slab jacking to restore the slab to level prior to grinding.
c. Surface Texture: Grinded areas must be textured or finished to match the surrounding slip-resistant pool deck surface coefficient of friction.
Smooth, slippery finishes on grinded areas are strictly prohibited.
4. Joint Repair & Elastomeric Sealing
a. Existing Joint Removal:
i. Remove all deteriorated, loose, or failing existing expansion joint material, backer rod, organic debris, and old caulk from 100% of the pool deck expansion and control joints.
b. Joint Preparation:
i. Clean joint sidewalls using mechanical routing, wire brushing, or abrasive blasting to remove all contaminants, bond-breakers, and laitance.
c. Vacuum all joints using high-efficiency particulate air (HEPA) equipment to ensure joint voids are completely clean and dry before material application.
d. Backer Rod & Primer Installation:
i. Install non-gassing, closed-cell polyethylene foam backer rod into joints at the appropriate depth to achieve the proper sealant depth-to-width ratio (typically 1:2).
ii. Apply substrate primer as specified by the sealant manufacturer.
5. Joint Refilling & Sealing:
a. Fill all joints with a commercial-grade, multi-component or self-leveling polyurethane or silicone sealant specifically designed for submerged/chlorinated water splash zones and high UV exposure (e.g., Sika flex-1a / Sikaflex-2c, Pecora, or equivalent).
b. Sealant must be flush with adjacent surfaces or slightly recessed (maximum 1/16") to prevent foot abrasion and premature wear.
c. Sand broadcast or textured finish must be applied to wet sealant where necessary to maintain slip resistance.
6. Concrete Removal and Replacement – Optional
a. Where joint, crack, or surface repair is not appropriate, the Responder shall identify the affected areas and provide separate pricing for concrete removal and replacement.
b. Replacement work may include saw cutting, removal and legal disposal of existing concrete, subgrade/base preparation, reinforcement or dowels as required, placement and finishing of new concrete, control and expansion joints, curing, and protection. New work shall match existing grades, drainage, texture, and appearance as closely as practical.
c. The City reserves the right to accept, reject, reduce, or modify optional replacement work.
7. Materials and Workmanship
a. All materials shall be new, commercial grade, and specifically suitable for outdoor aquatic facilities, including exposure to moisture, UV radiation, freeze-thaw conditions, pool chemicals, pedestrian traffic, and long-term public use.
b. The Responder shall identify proposed repair materials and provide product data and Safety Data Sheets upon request.
c. All work shall comply with applicable manufacturer requirements and recognized industry standards. Installation shall occur only under conditions acceptable for the materials being used. The Responder shall follow required preparation, installation, curing, and reopening procedures and shall protect repaired areas until adequately cured.
d. Repairs that fail prior to final acceptance due to improper preparation, installation, or workmanship shall be corrected or replaced by the Responder at no additional cost to the City.
8. Site Protection, Safety, and Cleanup
a. The Responder shall coordinate work with City staff to minimize impacts to pool operations, programs, rentals, maintenance activities, and public access.
b. The Responder shall provide and maintain appropriate barriers, signage, cones, and access controls and shall protect the pool, drains, skimmers, gutters, piping, mechanical systems, buildings, landscaping, utilities, and adjacent improvements.
c. The Responder shall prevent dust, debris, concrete slurry, wash water, sealants, solvents, repair materials, and other contaminants from entering the pool, storm drains, sanitary sewer, landscaping, or waterways.
d. Tools, equipment, and materials shall be secured when unattended. The Responder shall remove and legally dispose of all waste materials, provide dumpster services as necessary, and clean the work area daily and upon completion.
e. Any damage to City property, facilities, equipment, pool systems, landscaping, or other improvements caused by the Responder shall be repaired at no additional cost to the City.
If any of the responders would like to visit the WVC Centennial Outdoor Pool to evaluate the facility and take measurements, please make arrangements with Clint Burnham at 801-949-5439 or Chad George at 801-955-4021.
