About this file

This is a Bidder Quality Assurance Guidance document supporting a snow removal and salting solicitation issued by the City of Harrisburg, Pennsylvania. The contract encompasses salting and clearing snow from sidewalks and ADA ramps across approximately 295 to 315 scattered lots throughout Harrisburg's city proper. All solicitation documents, project details, and supporting materials are available at no cost through www.PennBID.net, which serves as the sole authoritative source for accurate bid information. Prospective prime and subcontractors are required to review all supporting documentation and project details prior to submitting inquiries or attending site visits, and must log into the project profile to indicate their bidding intent. The bidder guidance document references a questions and answers guide included in the solicitation documents that must be reviewed before submitting inquiries. Submitted bids will remain valid for 60 days from submission.

The document emphasizes that bids containing omissions resulting from industry assumptions will be deemed non-responsive, and all bidding requirements are contained exclusively within the bid solicitation and Pennbid profile. No specific pricing terms, award dates, contract term length, or renewal options are detailed in this guidance document. The guidance serves as a quality assurance tool to ensure bidders comply with solicitation requirements and properly complete their submissions.

Bidder Q&A Guidance

Your questions are important to us. To ensure efficient and clear communication during the bidding process, all bidders are required to follow the procedures below when submitting questions.

1. Submitting a Question

All inquiries must be submitted in writing through the designated Q&A platform (PennBid.net)

Bidders are encouraged to read all bid documents twice before submitting inquiries.

Post inquiries as soon as questions arise. Early submission helps ensure timely responses

Responses will be provided within 3 to 4 business days of receipt where possible, though complex questions may require more time if City coordination/clarification is needed.

Bidders should review all documents thoroughly before seeking clarification.

Group unrelated questions separately by subject—avoid multi-question or multi-package inquiries within a single submission.

Responses and any resulting addenda will be issued group-wise to all bidders.

The City may request additional context if a question is unclear or lacks required references.

Bidders should submit inquiries early and often. Do not wait until just before the question deadline to submit.

2. Question Subject Requirements

Each submitted question must include the following information when submitting a question:

Bid Package Reference Number or Name

(e.g., "#4 - Electrical" ")

File Name or Title

(e.g., "Section 260543 - Underground Ducts and Raceways for Electrical Systems.pdf")

Section Reference

(e.g., "Section 2.4.A" or specific drawing/page)

Example Subject:

3. Content of the Question

For clarity, the body of your inquiry should include:

Relevant section, drawing, or page number

A clear and concise question or request for clarification

Any supporting information

Do not submit multiple questions together.

To avoid confusion, the City will not accept or respond to questions posted together.

Thank you for your cooperation. Adherence to these guidelines will ensure a fair and efficient process for all parties.
