About this file

This is a project manual and bid document for the Terminal Building Exterior EIFS Removal and Replacement project at East Texas Regional Airport in Gregg County, Texas, prepared by KSA Engineers. The project encompasses the selective demolition and replacement of exterior EIFS (Exterior Insulation and Finish Systems) on the airport terminal building, involving work across multiple construction divisions including concrete, masonry, metals, thermal and moisture protection, openings, finishes, plumbing, HVAC, and electrical systems. The project manual includes comprehensive bid and contract documents, technical specifications, drawings, and required forms for bidders. The document was prepared in June 2026 and serves as the official contracting vehicle for the County Bid No. 2026-18 (KSA Project No. 100780). Specific response deadlines, site visit requirements, and bidder conference details are not included in the provided excerpt of this project manual.

The project manual establishes standard contracting procedures including compliance requirements, bid bonds, insurance certificates, federal and state law compliance documentation, and a standard form of agreement. Bidders must submit various forms including statements of qualifications, references, non-collusion certifications, and evidence of system registration with SAM (System for Award Management). The document specifies mandatory federal contract provisions, construction performance bonds, payment bonds, and maintenance bonds. Professional consultants overseeing the project include structural engineer S.E. Huey Co., mechanical and plumbing engineer EMA, and electrical engineer services, with principal architect John E. Selmer (AIA, LEED AP) from KSA Engineers. The specific contract award amount, funding source, and timeline for contract execution are not detailed in the provided sections of this project manual.
