About this file

This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County's Behavioral Health Services, specifically focused on procuring bicycles and related services through the Bicycle Collective. The RFI seeks to establish a contract for refurbished bicycles, USB rechargeable lights, U-locks, helmets, and one-year memberships, with a notice start date of October 22nd, 2025, and comments due by October 29th, 2025, before 1:00 pm Mountain Time. The proposed contract has an estimated annual cost of $50,000, with a six-year total estimated at $300,000.

The Bicycle Collective, a 501(c)(3) non-profit organization, is proposed as the sole source vendor due to its unique mission of providing free bicycles and equipment to at-risk populations, including children, refugees, individuals experiencing homelessness, those recovering from substance abuse, and low-to-moderate income households. Each bicycle voucher will cost approximately $400 and include a fully assembled bicycle, accessories, and a one-year membership providing access to repair benches, tools, guides, and mechanical support. The organization is notable for maximizing its charitable operations through donations, an e-commerce site, and a large volunteer network, making it the only known agency in Salt Lake County offering such comprehensive bicycle support services at no charge to targeted populations.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT

REQUEST FOR INFORMATION (RFI)

SALT LAKE COUNTY

Notice: # BHS102125

The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:

Title: Bikes, bike accessories (light, lock, & helmet), and membership through the Bicycle Collective

SOLE SOURCE JUSTIFICATION

Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.

The Bicycle Collective has the following mission: It is "a group of nonprofit bike shops that refurbish donated bicycles and put them into the hands of those in need— focusing on children, newly resettled refugees and immigrants, individuals experiencing homelessness or housing insecurity, individuals recovering from substance abuse, and low-to-moderate income households." There are no other known agencies, businesses, or non-profit organizations in Salt Lake County who take donated parts, equipment and complete bicycles and then refurbish them for at-risk and needy populations. This process reduces the carbon footprint created by repeated purchase of new bicycles when so many quality used bicycles exist in our community. They also provide membership for bicycle recipients, where they offer bench space for bicycle repairs, which includes access to tools, manuals, and if needed, volunteer or professional bicycle mechanics.

Notice Start Date: October 22nd, 2025

Comments Due Date/Time: October 29th, 2025, before 1:00pm Mountain Time
