About this file
This is a Notice of Proposed Sole Source Procurement Request for Information (RFI) issued by Salt Lake County's Division of Contracts and Procurement for Community Mental Health Education and Support Services. The County seeks to establish a partnership with NAMI (National Alliance on Mental Illness) Utah to provide mental health education, support services, and advocacy to county residents affected by mental illness. NAMI's services include educational programs, support groups, advocacy efforts, and peer support specialist assistance designed to challenge stigma, empower individuals and families, and facilitate referrals to appropriate mental health treatment resources. The Notice was issued on March 3rd, 2026, with comments due by March 10th, 2026 at 1:00 PM Mountain Time. No specific bidder conferences or site visits are mentioned in the document. The proposed contract term is six years with an estimated annual cost of $100,000.
The total estimated cost for the proposed sole source contract is $100,000 annually over a possible six-year term. Salt Lake County justifies the sole source designation by asserting that NAMI is the premier national mental health advocacy organization with unparalleled name recognition and reputation in Utah, and that no other mental health organization in the state possesses equivalent capability to effectively serve the community and facilitate referrals across private and government mental health systems. The County currently contracts with USARA for similar substance use disorder advocacy services and notes that the Utah Department of Health and Human Services maintains two existing contracts with NAMI for related mental health services. The contact person for this RFI is Bibi Whitehead at bwhitehead@saltlakecounty.gov. Responses should be submitted directly to the contact person and not through Utah Public Procurement Place. Documents submitted will be protected records under GRAMA until contract execution or two years from the RFI issuance date.

NOTICE OF PROPOSED SOLE SOURCE PROCUREMENT
REQUEST FOR INFORMATION (RFI)
SALT LAKE COUNTY
Notice #: BH022626
The Division of Contracts and Procurement has received a request to purchase from a “sole source” vendor. If, for any reason, any party does not agree that this sole source purchase is applicable, please email the contact person for Salt Lake County Contracts and Procurement Division prior to the “Comments Due Date:” indicated below:
Title: Community Mental Health Education and Support Services
SOLE SOURCE JUSTIFICATION
Sole source procurement is appropriate when goods or services are only available from a single vendor; when the most important consideration is the standardization or compatibility of equipment, materials, technology, software accessories, replacement parts, or service; where transitional costs are unreasonable or cost prohibitive; or if it otherwise qualifies under County Ordinance 3.20.030.
The National Alliance on Mental Illness (NAMI) is recognized as the premier national mental health organization dedicated to supporting families and individuals affected by mental illness. NAMI's mission is to build better lives for the millions of Americans affected by mental illness through advocacy, education, and support. NAMI's programs and services aim to challenge stigma, champion supportive policies, and empower individuals and families. They also focus on creating stronger communities and a better future for everyone affected by mental illness.
NAMI's resources include a variety of educational programs, support groups, and advocacy efforts tailored to the needs of families, caregivers, and individuals living with mental health conditions. They also provide information and resources for frontline professionals and those in crisis. NAMI's commitment to mental health support is reflected in their structured approach to advocacy, research, education, and awareness, as well as their dedication to building a work environment that values quality communication, honesty, and results.
Salt Lake County Division of Behavioral Health Services (DBHS) currently contracts with USARA, which is the premier substance use disorder advocacy organization in Utah to provide similar services for residents with substance use disorders. It is critical that we have a similar partnership with the premier mental health disorder advocacy organization in Utah, NAMI, for residents with mental health disorders.
The Utah Department of Health and Human Services (DHHS) currently holds two contracts with NAMI to provide related mental health services in our community.
As the premier national mental health advocacy organization, NAMI Utah has a unique position as the likely first place an individual or family experiencing mental health http://library.municode.com/HTML/16602/level2/TIT3REFI_CH3.20PUPR.html#TIT3REFI_CH3.20PUPR_3.20.030PRNORECOPR challenges will go for direction. It uses licensed peer support specialists with "real lived experience" to help support and advise those in need, free of charge, assisting them to find the resources and services they need. They are a natural referral source into our large network of providers.
Because of the national prominence of NAMI, no other mental health organization in the state would have the same name recognition and reputation to as effectively receive and serve the community and refer them to appropriate mental health treatment in both the private and government systems, depending on client insurance and resources.
It is the understanding of DBHS that there is no other mental health organization on par with NAMI.
