STATEMENT OF WORK
STATE OF ALASKA – ONLINE DATABASE
LOCATOR SERVICE
Introduction
Internal Revenue Service (IRS) field employees research various locator tools and services in order to locate taxpayers and their assets.
General
Although not limited, it is estimated that approximately 25 IRS employees, based in the states of Alaska and Washington, will utilize an on-line database in the performance of their job duties.
Work Requirements – Data Access
System Requirements
The Contractor shall provide access via an on-line system through a secure login and password for each registered user. The system must be compatible with desktops and laptops using Microsoft Windows 10/11.
Users may access the data either in the office or at an off-site location. IRS provides users the equipment and software to connect outside the office using a virtual private network (VPN).
Product Requirements
The Contractor shall provide the following services (but is not limited to) for the state of Alaska:
-Bankruptcy filings-
Name, address, case number, debtor, judge, chapter number, date filed, discharge date, termination date, disposition code, filing status or business type or any assets
-Business and Corporate Licenses-
Owner’s name, address, license number, industry or business type, officers (if applicable), NAICS code or description and effective dates of the license
-Commercial Fishing Vessels and Permits-
Owner’s name, address, vessel number, Coast Guard number (if applicable), home port, permit/license number, industry or permit type and effective dates of the license
-Court Documents (Civil and Criminal)-
Case number, court, disposition, type, award amount (civil), judgment (criminal), attorney and the involved party
-Department of Motor Vehicles (Registrations)-
Name, address, lien holder, Vehicle Identification Number, plate number, make, model, color, year and expiration date
-Fish and Wildlife Licenses-
Name, address, type of license, license number, date issued and expiration date
-Marine and Aircraft Registrations-
Owner name, address, lien holder, license or aircraft number, description and expiration date
-Occupational Licenses-
Name, address, occupation and expiration date
-Property Tax Records-
Owner name, address, legal description, lot size, site address, square footage and the valuation of land and buildings
Performance Requirements
At a minimum, the Contractor shall provide access during the hours, 6:00 am to 7:00 pm Alaska Time Zone, Monday through Friday.
Training
The Contractor shall provide a user guide to each registered user. The user guide may be accomplished through a link in the program, mailed hard copy, or emailed version.
Invoicing
The Contractor shall provide monthly invoices via the Invoice Processing Platform at www.ipp.gov.

Section 508 Information and Compliance
IT Accessibility Requirements
Section 508 of the Rehabilitation Act, as amended by the Workforce Investment Act of 1998 (P.L. 105-220) requires that when Federal agencies develop, procure, maintain, or use information and communication technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public who have disabilities must have access to, and use of, information and data that is comparable to people without disabilities.
Products, platforms and services delivered as part of this work statement that are ICT, or contain ICT, must conform to the Revised 508 Standards, which are located at 36 C.F.R. § 1194.1 & Apps. In accordance with 36 CFR, Appendix C to Part 1194, the information and communication technology (ICT) products and product support services documentation furnished in performance of this contract shall be provided at no additional cost. The contractor shall provide information, documentation, and support relative to the supplies and services as described in the statement of work. Each information and communication technology (ICT) product and/or product related service delivered under the terms of this contract, at a minimum, shall conform to the applicable accessibility standards at 36 CFR, Appendix C to Part 1194 at the level of conformance as specified in the Attachment entitled, Section X, Voluntary Product Accessibility Template (VPAT) for X.

The standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device, but merely require that the ICT be compatible with such software and devices so that it can be made accessible if so required by the agency in the future.

All contracts, solicitations, purchase orders, delivery orders and interagency agreements that contain a requirement of services which will result in the delivery of a new or updated information and communication technology(ICT) item/product must conform to the applicable provisions of the appropriate technical standards in 36 CFR, Appendix C to Part 1194, and functional performance criteria in 36 CFR Chapter 3, unless an agency exception to this requirement exists at E202 General Exceptions.
