Additional alternate bids are available for Mount Road, Summit Circle, Hall Drive, Chadwick Avenue, and additional Chadwick Avenue sections. Electronic bids must be submitted through PennBid by 10:00 AM prevailing time on July 7, 2026, with results posted immediately upon opening. This project is subject to prevailing wage rates in accordance with the Pennsylvania Department of Labor and Industry, with detailed wage schedules provided for various trade classifications applicable to building and heavy/highway projects. Prospective bidders must be prequalified with PennDOT in accordance with Section 102.01 of PennDOT Publication 408, though volumetric testing of asphalt paving materials is not required. Contractors bear responsibility for all defects occurring within one year of application and must notify all affected property owners in writing at least five days prior to commencing work on each roadway section. Asphalt price adjustments are available pursuant to PennDOT Publication 408, Section 110.04, based on monthly index price fluctuations for asphalt cement.
