About this file
This document is a Form 200.321 Affirmative Steps certification required by 2 CFR 200.321, applicable to the Princeton Electric Plant Board's procurement process. The form outlines the mandatory affirmative steps that the contracting entity and any subcontractors must implement to ensure meaningful participation by minority business enterprises, women's business enterprises, and labor surplus area firms. The underlying contract opportunity involves the procurement of new air brake switch assemblies suitable for 13.2 kV distribution systems to improve sectionalizing and system reliability for the Electric Plant Board of the City of Princeton, Kentucky. Sealed bids must be submitted through the DFS Procurement Portal by October 28, 2026, at 12:00 p.m. CDT, with public bid opening scheduled for October 30, 2026, at 10:00 a.m. CDT at the Princeton Electric Plant Board office located at 304 E Legion Drive, Princeton, Kentucky 42445. Award is scheduled for November 4, 2026, at 12:00 p.m. CDT at the same location. Questions regarding the scope or request for bids must be submitted through the Portal by October 26, 2026, at 5:00 p.m. CDT.
The affirmative steps required include placing qualified minority and women-owned enterprises on solicitation lists, soliciting these enterprises whenever they are potential sources, dividing total requirements into smaller tasks or quantities when economically feasible to maximize participation, establishing delivery schedules that encourage participation by these enterprises, and utilizing services from organizations such as the Small Business Administration and the Minority Business Development Agency. The project is partially funded through the Grid Resilience State and Tribal Formula Grant implemented by the U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy under the Resilient and Efficient Codes Implementation Program, as part of the Kentucky Grid Resilience Grant Program with a focus on improving electric grid resilience against severe weather events.
