Wild Acres Lakes Property & Homeowners Association Clubhouse Construction Project

This is a Project Manual and bidding document package for a new clubhouse building project by Wild Acres Lakes Property & Homeowners Association (WALPOA) in Dingmans Ferry, Pennsylvania. The project entails construction of a new approximately 9,900 square-foot community clubhouse featuring a meeting room, indoor pool, kitchen, and lounge area, with complete General Construction scope including Mechanical, Plumbing, and Electrical work. The project will be bid as a single prime general contractor package with sealed electronic bids submitted via the PennBid Program by Thursday, December 18, 2025, at 2:00 pm, with a non-mandatory pre-bid conference scheduled for Monday, November 24, 2025, at 11:00 am at the WALPOA office. The deadline for submitting Requests for Information (RFIs) is Thursday, December 11, 2025. Construction is anticipated to commence around July 2026 and must be substantially completed and ready for occupancy by May 1, 2027, representing a ten-month construction period. The Project Architect is MKSD, LLC, located in Allentown, Pennsylvania.

All bids must be accompanied by bid security equal to ten percent (10%) of the total bid amount, submitted as either a certified check or satisfactory Bid Bond with an acceptable surety. Performance and Payment Bonds will be required from the selected contractor at a later date. The bid documents, available at no cost through the PennBid Program beginning November 18, 2025, specify a ten percent (10%) contingency allowance to be included within the base bid, with the Owner responsible for procurement and payment of building permits. The contract requires a five-year warranty on all materials, equipment, and newly constructed structures from the date of substantial completion, with liquidated damages assessed at $1,000 per calendar day for failure to achieve substantial completion. Retainage of ten percent (10%) will be withheld from progress payments, reducible to five percent (5%) upon substantial completion with Architect approval. Additional requirements include contractor-provided performance documentation, daily construction reports, submittal schedules, and comprehensive operation and maintenance manuals for all building systems and equipment prior to final completion.
