About this file
The Housing Authority of Monroe County (HAMC) has issued an Invitation to Bid (IFB) for a Garbage Contract to be awarded through the PennBid online procurement platform. The solicitation seeks sealed bids to be submitted by November 21, 2025, at 10:00 a.m., with a pre-bid conference scheduled for November 3 at 10:00 a.m. ET at the HAMC Administrative Offices in Stroudsburg, PA. Potential bidders are encouraged to attend the non-mandatory pre-bid conference and must submit any questions via the PennBid "Ask a Question" feature by November 7, 2025, at 10:00 a.m.
The bid requires a 5% bid guaranty and will result in the selection of a contractor who will be required to provide a 100% Performance Bond and Labor and Material Bond. HAMC has established a goal of at least 20% expenditure of modernization funds to minority business enterprises (MBEs) and women-owned business enterprises (WBEs), and encourages their participation. The bid is subject to federal prevailing minimum wage requirements, Section 3 of the Housing and Urban Development Act of 1968, and Equal Employment Opportunity regulations. Bids cannot be withdrawn for 60 calendar days following the opening, and HAMC reserves the right to waive informalities or reject any or all bids.
