About this file

This document is a Kansas Open Records Act (KORA) Redacted Proposal Agreement template between the Kansas Turnpike Authority (KTA) and a contractor submitting a proposal for culvert lining installation services at mile marker 181.05. The project requires qualified contractors to provide and install culvert lining for an existing 58" x 36" metal arch corrugated pipe (MACP) measuring 145 feet in length (revised from the original 104 feet specification per Addendum 1). An on-site project evaluation is scheduled for Thursday, September 17, 2026, at 10:00 a.m. CST, with attendance required and RSVP to mcummings@ksturnpike.com. The project window for completion spans September through December 2026. KTA seeks a well-managed, financially stable company with demonstrated technical abilities and high levels of customer service and satisfaction.

The agreement establishes that KTA will disclose only the redacted version of the winning contractor's proposal in response to all KORA requests, with the contractor responsible for identifying information deemed confidential or proprietary. The contractor agrees to indemnify, defend, and hold harmless KTA, its officers, employees, and agents from any claims, actions, or liabilities arising from KTA's disclosure of the redacted proposal, including claims that redactions were improper or that disclosure violated third-party rights. This agreement is governed by Kansas state law and constitutes the entire understanding between the parties regarding proposal disclosure.
