About this file
This document is a Questions and Answers (Q&A) file for the State of Nevada's Employee Assistance Program (EAP) solicitation (RFP 08DOA-S3171), involving the Department of Administration and Division of Human Resource Management. The Q&A addresses various aspects of the RFP, including contract duration, service specifications, and vendor inquiries. The current contract expires on June 30, 2025, prompting a new procurement for a comprehensive statewide EAP service covering approximately 17,753 state employees and their dependents. The RFP seeks a vendor to provide 24/7 telephonic consultation, intake assessments, critical incident stress management, and substance abuse evaluations, with each employee eligible for one assessment session and two counseling sessions per issue per fiscal year.
The current contract pricing is $0.66 per employee per month, with 20 hours of critical incident response and 40 hours of "soft skills" training included annually. Utilization data shows 926 counseling sessions from July 1, 2022, to June 30, 2023, and 857 sessions from July 1, 2023, to June 30, 2024. The current vendor has been providing services since July 2019. The state emphasizes a fixed-cost contract approach, expecting vendors to include all services and supplies within their proposed pricing. Notably, DOT Substance Abuse Professional (SAP) evaluations are not covered by the contract, though providers must have the capability to offer these services. The Q&A also clarifies that a local Nevada-based account representative is not a requirement, and the state is seeking the most comprehensive program within budgetary constraints.

QUESTION_NBR CREATED_BY QUESTION_SUBJECT QUESTION_TEXT ANSWER_TEXT
1 DCHEMERS Current contract. The current contract was awarded in 2023. Why is the State out to bid before the full 4 year contract term?
A new RFP is required because the current contract expires on June 30, 2025.
2 KEPRO1 8.8.7.F. Client References Will the state confirm with vendors that references have been received? You can contact the sinlgle point of contact on page 1 of the RFP for confirmations.
3 KEPRO1 8.7.1. Subcontractors Does the State define organizations such as legal and financial providers that are Business Associates of the EAP as subcontractors? Or would these groups be defined as third parties who provide support and incidental services?
Vendors are required to provide their best solutions to the requested services, vendors that provide solutions via subcontractors do so to provide direct services under their commitment. Business associates is a vendor definition of a business relationship, and cannot be answered in Q&A
4 BHOPTIONS Critical Incident Response Hours Included in Fee
Is the State wanting Critical Incident Response services included in the fixed fee? If so how many hours of CIR services were included/utilized in 2023 and 2024? Or does the State want CIR as a separate hourly fee?
Critical incident services are a program minimum requirement, see Section 1.4 in Scope of Work. "The State is looking to enter into a fixed cost contract. Only a fixed cost program will be considered (e.g., cost per qualifying employee per month, monthly fixed cost, yearly fixed cost)... DHRM will assume that the fees that are submitted include all services and supplies that could reasonably be expected to be provided to the State during the term of this contract." See Sections 5.1 and 5.3 in Scope of Work. 20 hours each State of Nevada fiscal year (July 1 - June
30) are included in the State's current contract. July 1, 2022 - June 30, 2023, 10 hours were used. July 1, 2023 - June 30, 2024, 23 hours were used.
5 BHOPTIONS Utilization Detail
In addition to the utilization percent provided, can the State share the total number of EAP counseling sessions provided during the following timeframes? July 1, 2022 through June 30, July 1, 2023 through June 30, 2024
July 1, 2022 - June 30, 2023: 926; July 1, 2023 - June 30, 2024:
6 BHOPTIONS On-site Training Does the State wish to have a specific number of on-site training hours included in fixed cost? If so how many hours does the State wish to have included?
Onsite training hours are not a required component. However, "DHRM is seeking the most comprehensive program within budgetary constraints" (see Section 2.3 in Request for Proposals).
7 ALLONE Price Please provide the current price of the program. $.66 per employee per month
8 ALLONE Service Hours
Please provide: 1. The current number of onsite orientation/training, critical incident response, and health/benefits fair attendance hours included in the contract each year. 2. The number of hours used each of the last 3 years for onsite orientation/training, critical incident response, and health/benefits fairs.
1. In the State's current contract: 20 hours of critical incident onsite or virtual support and 40 hours of "soft skills" training are included (virtual versus onsite is not addressed regarding training hours until providing hourly service rates for hours over the 40).
2. Over the last two years: Typically, critical incidents services have been provided onsite. DHRM does not have the data regarding critical incidents broken down by whether they were conducted onsite or not. One training has been provided in person during the last 2 years, all other trainings were conducted as webinars.
9 ALLONE Utilization Reports Please provide utilization reports for the last 3 years. If reports are not available, please provide the number of opened counseling cases each of the last 3 years.
July 1, 2021 - June 30, 2022: 1,045; July 1, 2022 - June 30, 2023:
1,045; July 1, 2023 - June 30, 2024: 1,015
10 ALLONE Current Vendor How many total years has the current vendor been providing services to the State? Since July 2019
11 ALLONE DOT SAP Evaluations How many DOT SAP Evaluations are included in the current contract?
The State's current contract, like this RFP's Scope of Work, requires that the vendor have providers who possess knowledge, training and required certifications to provide United States Department of Transportation (DOT) qualified Substance Abuse Professionals (SAP) services. However, the cost of DOT SAP services are not covered by the State's current contract as the State's Employee Assistance Program does not pay for DOT SAP services.
12 ALLONE DOT SAP Evaluations How many DOT SAP Evaluations were done each of the last 3 years? DHRM does not have a record of how many DOT SAP referrals were made in the last 3 years.
13 ALLONE Outcome Studies Is it a requirement that proposers be able to assist in developing and conducting outcome studies? Are these Return on Investment (ROI) studies? What exactly is expected from the EAP in developing and conducting these studies?
It is not a required item. DHRM is asking if the responding vendor has the capability.
14 ALLONE Local Representative Is it a requirement that we provide a local (Nevada-based) Account Representative? Is it a disqualification if our representative is located out of state? No.
15 ALLONE Reason for Bid Why are you out to bid currently? Have there been service issues with the current provider? A new RFP is required because the current contract expires on June 30, 2025.
