About this file

This is a Scope of Work Narrative for a federal contract addressing sprinkler system upgrades at the USPS Jersey City Main Office located at 69 Montgomery Street, Jersey City, NJ 07302-3800. The contract (USPS Contract No. B64929, WO-DNN-67) was initiated following a requirement from the Jersey City Municipal Utilities Authority (JCMUA) to upgrade backflow prevention devices at the facility. Flow tests conducted on June 16, 2020 (380 GPM) and July 30, 2020 (1000 GPM) revealed insufficient pressure and flow to operate the existing fire sprinkler system, and a subsequent survey determined the existing system was in poor condition, exhibited rust, and lacked sufficient coverage per NFPA-13 and USPS design criteria.

The scope of work encompasses comprehensive sprinkler system upgrades including: removal of all devices, piping, risers, and sprinkler heads from the basement and first floor; removal of branch lines, devices, and heads on the second floor while retaining the existing main line; installation of a new sprinkler riser and fire pump to provide proper system pressure; installation of a backflow prevention device; installation of updated hydraulic calculation plates; installation of new sprinkler systems on the basement and first floors; installation of new branch lines on the second floor; extension of coverage and installation of proper sprinkler heads in the penthouse; incorporation of an isolated standpipe system in the basement within the new system; and testing and commissioning of the complete system.

Subject: USPS Contract No: B64929, WO-DNN-67 Sprinkler System Upgrade Scope of Work Narrative Jersey City Main Office

69 Montgomery Street, Jersey City, NJ 07302-3800

Scope of Work Narrative:

The local water utility, Jersey City Municipal Utilities Authority (JCMUA), initiated an upgrade program related to backflow prevention devices in 2017. The USPS Jersey City Main Office received a letter indicating that they were included in this upgrade and were to apply these improvements to their facility. After the initial A/E survey of the site, it was determined that back flow prevention devices were not present at this facility and would be required to be installed. As part of the upgrade, USPS is required to submit hydraulic calculations with their package to JCMUA. In order to provide sufficient hydraulic calculations, a flow test, performed by JCMUA, must be performed. The A/E initiated these required flow tests on two occasions, 6/16/20 (380 GPM) and 7/30/2020 (1000 GPM), which resulted in insufficient pressure and flow to operate the existing fire sprinkler system. Further survey of the existing sprinkler system determined that it is in poor condition, rusting, and does not have sufficient coverage per NFPA-13 and USPS design criteria. Because of all these factors, it was determined to move forward with a 100% design which includes upgrades to the existing sprinkler system, the installation of a fire pump in order to provide proper system pressure, and installation of proper backflow prevention device. The recommended scope of work includes:

1. Remove all devices, piping, risers, and sprinkler heads in the basement and first floor.

2. Remove all branch lines, devices, and heads; existing main is adequate on the second floor.

3. Install New Sprinkler Riser for acceptance of a fire Pump

4. Install (1) Fire Pump

5. Install (1) Backflow Prevention Device

6. Install Updated Hydraulic Calculation Plates

7. Install new sprinkler system in the basement and 1st floors.

8. Install new sprinkler branch lines on the 2nd floor.

9. Extend coverage, repair, and install proper sprinkler heads in the Penthouse.

10. Incorporate isolated standpipe system in the basement within the new system during modifications.

11. Test & Commission System
