About this file

This document is a Request for Information (RFI) issued by the Washington State Department of Enterprise Services (DES) seeking industry input on a statewide Flooring and Installation Services contract. The RFI, released on May 14, 2025, aims to develop specifications for flooring services covering carpet, carpet tile, luxury vinyl plank/tile, and rubber flooring, with an expected sales volume of approximately $3,021,300. Responses are due by May 23, 2025, and are voluntary, with the results potentially informing future solicitations. The contract will serve state agencies and qualifying organizations that have signed the Contracts Usage Agreement (CUA), and it allows for minor site repairs and installation-related work.

The RFI seeks comprehensive vendor feedback on numerous aspects of flooring procurement and installation, including industry standard specifications, installation scope, quality control measures, potential challenges of separating material procurement from installation services, pricing implications, project management considerations, and coordination strategies. The document poses 22 detailed questions covering technical specifications, installation practices, site condition management, warranty standards, and vendor perspectives on different procurement models. Importantly, the RFI emphasizes that submission is not mandatory for future solicitation participation and that all submitted documents are subject to public records disclosure, with a strong recommendation against submitting sensitive proprietary information.
