Evaluation Factors Summary – SFO NO. DACW57-5-26-0027
This document outlines the evaluation criteria for a dock space or riverfront access lease solicitation by the U.S. Army Corps of Engineers (USACE). The Government seeks to lease property within 1–5 miles downstream from the Bonneville Dam outfall to support scientific monitoring activities. Evaluation will be based on cost competitiveness and technical acceptability, with non-cost factors collectively weighted approximately equal to cost. Offerors must demonstrate ability to provide a property with minimum 5-foot water depth year-round, a dock or pier capable of supporting 300 pounds static load, year-round Monday–Friday access (0600–1800) with parking within 100 feet, and agreement to a five-year lease term (1-year firm plus four 1-year options). The lessor must also grant pre-lease Right-of-Entry for site inspection.
Beyond minimum technical requirements, properties will be qualitatively assessed on site suitability for scientific monitoring (including exposure to debris and wake traffic), safety and ease of access from parking to dock, and compatibility with existing operations. The Government reserves the right to conduct negotiations with offerors in the competitive range and will renew annually with 30-day notice; the lessor may terminate with 365-day written notice. Security deposits are not required, as the Government is self-insured.

EVALUATION FACTORS
1. COST: The Government will evaluate offers based on the best rental value for the required dock space or riverfront access. The U.S. Government is self-insured;
therefore, a security deposit is not applicable and will not be a cost evaluation factor.
2. TECHNICAL FACTORS: Offerors will be evaluated on their ability to meet all the minimum required criteria outlined in the Lease Requirements (Enclosure 2). To be technically acceptable, an offer must demonstrate the ability to provide:
a. A property located within the delineated area (1-5 miles downstream from the Bonneville Dam outfall).
b. A minimum water depth of 5 feet at the sensor deployment site during all river stages.
c. A dock, pier, or float capable of safely supporting a 300 lb static load and securing a Government-owned instrumentation shelter.
d. Year-round site access for Government personnel (typically Mon-Fri, 0600-1800) with vehicle parking within approximately 100 feet of the site.
e. Agreement to the Government’s five (5) year lease term (1-year firm, four 1-year options).
f. Agreement to grant a pre-lease Right-of-Entry for site suitability inspection.
3. PHYSICAL AND OPERATIONAL FACTORS: Beyond meeting the minimum technical requirements, the applicant’s property will be qualitatively assessed on the following factors: a. SITE SUITABILITY: An overall assessment of the location’s suitability for scientific monitoring, including factors like exposure to river debris, protection from high-wake boat traffic, and optimal water flow for data collection.
b. SAFETY AND EASE OF ACCESS: The evaluation will consider the safety and condition of the access route from the parking area to the dock, the stability of the dock itself, and the overall security of the location for unattended Government equipment.
c. COMPATIBILITY WITH EXISTING USE: Consideration will be given to how well the Government's routine access and maintenance activities integrate with the Lessor's existing operations on the property.
4. FINAL NOTES: All evaluation factors other than cost, when combined, are approximately equal in importance to cost. After receiving initial offers, the named Realty Specialist or other authorized representative will conduct negotiations on behalf of the Government. Verbal or written negotiations may be conducted with Offerors that are within the competitive range, as established by the Realty Specialist.
All Offerors with a reasonable chance of being selected for award will be included in negotiations. Negotiations are considered closed at the due date and time of best and final offers. The Government reserves the right to renew the lease annually by providing a 30-day notice. The Lessor may terminate the lease by providing a 365-day written notice.
