Summary of Enclosure 2 to SFO No. DACW57-5-26-0027: Lease Requirements

This document establishes the lease requirements for a U.S. Government property lease opportunity on the Columbia River. The Government seeks to lease dock space and land with direct river access located 1 to 5 miles downstream from the Bonneville Dam outfall. The lease will consist of a one-year firm term followed by four one-year renewal options, for a total potential five-year period. The Government reserves the right to renew annually with 30 days' notice, while the Lessor may terminate by providing 365 days' written notice.

Properties must meet specific minimum requirements to qualify: location within the delineated area with a minimum water depth of 5 feet at all river stages; a dock or float capable of safely supporting a static load of 300 pounds to accommodate a Government-owned instrumentation shelter measuring approximately 5.5 feet high by 3.5 feet wide by 2.5 feet deep; year-round site access for Government personnel during typical Monday-Friday, 0600-1800 hours; vehicle parking within 100 feet of the dock; and the property owner's agreement to sign a right-of-entry agreement for site inspections. No electrical power is required from the Lessor. Evaluation will prioritize offers meeting minimum requirements, with additional consideration given to overall dock safety and stability, ease of vehicular and pedestrian access, compatibility with existing property operations, and the status of known or suspected environmental or historical encumbrances.
