McCain Access Road Project No. 03-02-302-003

BIDDER QUESTIONS AND ANSWERS

1) Please confirm the scales on the following pages. (Based off plan distances provide I see the following scales. C9.0, C9.1, C11.0, C11.1, – 1”=40’ not 30. C12.1 – 1”= 10’ not 50’)

a. The scale has been corrected on the re-issued drawings.

2) Please confirm the depth of ABC below the C&G. C13.0 calls for 6”, C13.4 calls for 4”.

a. Assume 6” ABC below all concrete curb & gutter.

3) C11.0 calls for PVC water pipe. Should the 6”C900 be included in 6” DI price line item?

a. Assume all water pipe to be DIP.

4) Concrete ramps are shown at the South side bike path connection, are these to be included in this project? Assuming the cost would go with the C&G line item if so.

a. CDOT Type 1 Curb Ramp has been added to the bid items.

5) 2 Concrete entrance pads are shown on the west side of the street, are these to be included in this contract? Assuming the cost would go with the C&G line item if so.

a. Concrete entrance pads have been added to the bid items.

6) C5.2 shows an 18” culvert, it appears that with the grading the other 2 entrances will also need culverts. Do you want to break this out or include the cost in the incidental grading costs.

a. 18” storm pipe has been added to the bid items to cover cost for driveway culverts for 3 entrances.

7) There are old cars/scrap metal/concrete barriers in the construction area, it’s tough to tell the extents with the snow. Could you provide an estimate of the materials still in the construction area or an allowance for trash removal, so all bidders are on the same page?

a. Assume TOB will remove all cars, barriers and scrap metal to facilitate the project.

8) For bid item 7 – Earthwork (Cut to Fill) CY, There is no Geotech report provided with this project that gives information on the type of material that we are being asked to excavate and place as embankment on this project. Can you please clarify what the expectation is for the gradation of material being placed as embankment in the fills? There is only one note, note 6 on the cover sheet of the plans that states that no rock larger than 8 inches shall be acceptable for backfill. The Embankment Material (contractor source, Import) item 8 calls for CDOT Class 1 Structural fill which is basically a 2” minus. Is this the expectation for the material generated onsite? Basically, will this material need to be processed down to a specific gradation? If so, can you provide the required gradation and if so, did the embankment quantity provided account for the waste factor of processing?

a. The bid item description for Earthwork has been updated.

9) For bid item 6 – Clearing & Grubbing, Can you clarify what materials can be wasted on site? As discussed in the pre-bid meeting. I believe it was organic dirt, grasses and clean fill could be wasted onsite. All other material hauled away at contractors expense? Is this correct? Also, if wasted onsite what is the expectation for how this material is left? Graded out or stockpiled?

a. Clean fill and minor organics including soil and grasses can be wasted onsite and incorporated into grading in the area south of infiltration pond A in the plans. Bid item description has been updated in the addendum.

10) For bid item 6 – Clearing and Grubbing, it looks like there will be tree’s larger in diameter than 4 inches onsite and the clear and grub item only covers 4 inch diameter and smaller. Can a line item for tree removal be added by the each?

a. A tree removal line item for trees greater that 4” in diameter has been added to the bid items.

11) Note 7 on the cover sheet of the plans states; “Topping course. In traveled roadways, the final 12-inch lift of backfill shall consist of two 6 inch lifts of class 6 structural backfill placed and compacted of 2 inches below finished asphalt grade to facilitate paving.” Can you please explain this statement? There is no detail for this in the plans. Is the intent to have a 1 foot section of road base under the 6 inch road base section? If so, is this quantity included in the class 6 road base item or is it incidental to the earthwork item?

a. Note 7 has been updated as follows: 7. TOPPING COURSE. IN TRAVELED

ROADWAYS, THE FINAL 12 INCH LIFT OF BACKFILL BELOW ABC SHALL

CONSIST OF WELL COMPACTED BACKFILL; MOISTURE CONDITIONED AS

NEEDED. BACKFILL PLACED AND COMPACTED WITHIN 2 INCHES BELOW

FINISHED ABC SUBGRADE TO FACILITATE PAVING. CLASS 6 ABC TO BE

WELL GRADED AND COMPACTED IN FINAL 6" LIFT. IN GRAVELED ROADS,

FINAL LIFT OF CLASS 6 MATERIAL SHALL BE PLACED AND COMPACTED TO

FINAL ROADWAY ELEVATION.

The road section should be 6” HMA over 6” ABC. The soils below ABC should be compacted to specifications and moistened as directed by onsite testing as needed.

12) Note 9 on the cover sheet of the plans calls for all areas beyond the limits of the roadway to be restored using and average depth of 6 inches of topsoil, then mulching and seeding in those areas deemed necessary. Can a topsoil item be added to the bid schedule paid by the CY as well and a mulching and seeding line item by the ACRE? This is more typical than having this included in erosion control?

a. Note 9 adjusted to “native” in place of topsoil and seeding added to bid items.

13) Notes 1 and 4 under Water Notes on the cover sheet of the plans asks for verification or potholing of utilities prior to installation. Can a line item be added for potholing by the hour?

a. A bid item for potholing has been added.

14) Note 6 under Water Notes on the cover sheet of the plans call for 9 ft bury of waterline pipe or 11 ft in dredge rock. Without a soils report there is no way of knowing this. What should we figure on bury depth for bid purposes?

a. Contractor shall assume a 9’ bury depth for all water lines for bidding purposes. Bid item descriptions have been updated to reflect this direction.

15) Line item 4 – Erosion control seems to be a catch all for everything from erosion control management to bmp’s, temp seeding, etc…. can this item be broken out and itemized more like a CDOT bid schedule? This goes along with question 5 above. Can we at least get items broken out for temp erosion control like silt fence vs. final erosion control like seeding?

a. Bid items for silt fence, seeding, and erosion blanket have been added.

16) Note 4 under erosion control notes on sheet C2.0 refers to the approved Landscape plan for final stabilization information. Does this plan exist? Or can we get more information on final stabilization temp seeding vs permanent seeding?

a. Reference to landscaping plan has been removed

17) Earthwork Summary on plan sheet C4.0 shows the project as a net export. This is contradictory to the line item for Embankment (Contractor Source). If the project is a net export, why are we importing 5,00 cy of structural fill class 1? Also, if project is net export can material be wasted onsite? And again, if wasted onsite does this material need to be spread uniformly or stockpiled?

a. The project has been re-calculated to have an export of 3,530 CY. Excess material can be spread in the area south of infiltration pond A. The structural fill line item is a place holder in the event that the earthwork requires an import of material.

18) There is a detail on plan sheet C4.0 that shows a typical section for Stabilized Public Works Area.

Then it points to a location. This is not well defined. Can we please get a defined area with a quantity associated and a line item that pays for this work if it is to be incorporated in this project? Also, can you define what the 6 inches of Re-Vegetated soil is made up of?

a. Areas requiring stabilization have been more clearly identified on sheet C 4.0 and a bid item has been added for this work. The detail has been updated to indicate that the 1.5” rock will be placed on a seeded native fill.

19) Note 6 on plan sheet C4.0 under grading notes says to refer to the Geotech for ground water elevations? With no Geotech report provided do we need to be worried about dewatering? If so, where will this be paid with no dewatering item? Or should we assume for bid purposes that we will not encounter groundwater?

a. Assume no dewatering for bidding purposes.

20) Will The Town provide Geotechnical testing or is this on the contractor?

a. The Town will provide geotechnical testing for the project.

21) Will there be access to construction water onsite? If so, will town fees be waived?

a. The hydrant at corner of Coyne Valley Road and SH9 can be used for water or the bulk water station located at 1095 Airport Rd. A deposit required for meter and fees are waived for water used on project.

22) Bid Item 26 – Striping, this item states that pavement markings will meet CDOT standards and calls out epoxy pavement markings. Does the Town want grind and inlay per CDOT or is hot rolled in markings ok? Also, can these line items be broken out like a CDOT bid paying epoxy striping by the gallon and thermoplastic markings by the SF?

a. The bid item has been updated to include LF for striping. The markings shall not be inlayed.

23) Bid Items 16 & 17 – Infiltration Ponds, there in a typical section – soil rip rap with mulch. Note 2 says “mix uniformly 65% riprap by volume with 35% approved soil by volume prior to placement.” Can you clarify what “approved soil” is? It also calls for 4”-6” topsoil with tackifier mulch or crimped. Should these items be covered in a topsoil, seeding and mulching line items?

Also, when earthwork quantities where computed did they assume excavation and usable backfill numbers with these ponds or is the excavation and excess fill from these ponds’ incidental to the infiltration pond work?

a. The infiltration ponds are covered in the lump sum bid item. Approved soil should be imported topsoil or approved equal. The 3450 CY export for the project includes the pond volumes.

24) Also, for the infiltration ponds can you provide more detail on the Concrete Toe Wall and End

Fasteners? Also where is this paid? Is it part of the infiltration ponds or part of the storm pipe?

a. Toe wall sizing detail has been added to C12.1.

25) Will access points to other local businesses adjacent to the north end of the project need to have access at all times? Or are there alternate access points for these businesses?

a. Access must be maintained to all businesses currently taking access from project work area.

26) When tying into the existing water main on the South end of the project we will be crossing the pedestrian pathway. This section will most likely need a detour route for pedestrian bike path users. Can a line item for temp pathway be added to the project with detail on expectations?

a. A bid item has been added for the Rec Path detour.
