About this file

This is a Questions and Answers document addressing clarifications regarding the provision of restroom trailers for two separate events involving a naval ship in Norfolk, Virginia and New York.

The Government requires contractor-provided restroom trailers to be positioned onboard the ship for both events. For the Norfolk event, trailers will be delivered to the ship at Naval Station Norfolk. For the New York event, the same trailers will travel with the ship to New York while it is at anchorage, and movement of trailers to the ship will not be possible once the ship is anchored. The Government will provide power and water connections for both events, though contractors should clarify specific power hookup requirements with the ship regarding generator necessity. ADA-compliant restroom trailers are not required but are encouraged for both events. Daily servicing and attendant staffing are not required for either event. Wastewater removal options will be limited due to the ship's position and timing; contractors may need to hold waste until the ship returns to homeport. The contractor must be present upon the ship's return to homeport on July 8, 2026, to retrograde materials and remove waste. For the Norfolk event, drivers require base access, which can be obtained through Department of the Navy credentials or sponsorship paperwork. For the New York event, access control, security clearances, badging, and vehicle clearance requirements should be deferred to the ship for response. The document does not specify pricing terms, response dates, award dates, or federal contract vehicles.
