About this file

This document is a Questions and Answers (Q&A) file for a Request for Quote (RFQ) issued by the Government Accountability Office (GAO) for OIG Fraud Hotline and Web-Based Reporting Services. The RFQ is for a new contract to replace the existing contract with Integrity Lab, LLC, which started February 15, 2022, and is set to end February 14, 2026. The current contract is firm fixed price at $4,000 annually, and the new contract will follow a similar structure with a base year and four option years.

Key details include a quotation due date of September 1, 2025, at 5:00 p.m. ET, a contract start date of September 30th, and a 6-week transition period. The services require a 24-hour phone system with live agent support, processing an average of 41 complaints annually, and developing a new web portal with custom questions. The RFQ will be evaluated as Lowest Price Technically Acceptable (LPTA), with no specific requirements for minimum call capacity, wait times, or staffing levels. The successful vendor must provide a central, secured electronic database for complaint management, allow OIG staff to access and download data, and include training for up to 10 users in the firm fixed price bid.
