PART 1 - GENERAL
1.1 SUMMARY
A. Section includes the following:
1. Work Covered by Contract Documents
2. Work Phases
3. Work Under Other Contracts
4. Government-Furnished Materials
5. Construction Contractor Use of Site
6. Public Use of Site
7. Occupancy Requirements for Buildings

1.2 WORK COVERED BY CONTRACT DOCUMENTS
A. Project Location: Curecanti National Recreation Area is located directly west of the city of
Gunnison and an hour east of Montrose, Colorado and can be accessed along U.S. Highway 50.
There are three (3) project sites located within the park: Elk Creek, Lake Fork, and Iola. Elk
Creek is located 40 miles east of Montrose, just off of Highway 50. Lake Fork Campground is on the Blue Mesa Reservoir, near the reservoir's dam further west of Elk Creek also along
Highway 50. Iola is located on the south side of Blue Mesa Reservoir off Highway 149, about
3.75 miles east of the Elk Creek Marina.
B. The Work consists of:
1. Planned work at Elk Creek generally consists of: Primary and secondary water distribution systems replacement and water valve vault access/ ventilation improvements; Wastewater collection and conveyance systems replacement; full supervisory control and data acquisition (SCADA) system replacement; electrical, mechanical, and structural upgrades as required to support primary lift station upgrades and infrastructure repair/secondary lift station removal and replacement. Cutting and patching of asphalt and concrete will be completed where utility installations intersect roadways and parking lots.
2. Planned work at Lake Fork generally consists of: Existing wastewater collection and conveyance piping, septic tank, leach field, and the lift station removal and replacement;
SCADA telemetry replacement; and electrical and mechanical upgrades as required to support infrastructure repair/ replacement and additional cutting and patching of asphalt
CURE 318472 01 11 00 - 2
and concrete will be completed where utility installations intersect roadways and parking lots.
3. Planned work at Iola generally consists of: SCADA system replacement at the well and tank sites.
4. Complete SCADA system replacement and modernization, including but not limited to the
SCADA PC and headend telemetry unit at the maintenance shop, 10 Remote Telemetry
Units (RTUs) in the Elk Creek, Lake Fork, and Iola areas, and upgrade from hardwired communications to fiber optics communications between two buildings at Elk Creek.
3 RTUs will require motor starting equipment. Several key sites should include local
Operator Interface Terminals (OITs) for a robust and reliable control system. All sites should include UPS and utility power failure alarming, and communications failure alarming. Some sites will require new and/or updated instrumentation, to provide local readouts and standardize process monitoring. Additional controls will be implemented for lift stations and chemical doing pumps, to provide remote manual and automatic controls for all water and wastewater process equipment.
5. Project is designed to comply with a Certification Level according to the United States
Green Building Council's (USGBC) Leadership in Energy & Environmental Design
(LEED™) Rating System, as specified in Section 01 81 13 "Sustainable Design
Requirements."
C. Project will be constructed under a single prime contract.
1.3 WORK PHASES
A. The Work shall be conducted in phases directly coordinated with NPS Facility Management to not impact park operations.
1. Perform the Work such that Owner’s facilities remain in continuous, satisfactory operation during the Project. Schedule and perform the Work such that the Work does not: impede
Owner’s production or processes, create potential hazards to operating equipment and personnel, reduce the quality of the facility’s products or effluent, cause odors or other nuisances, does not affect the public health, safety, welfare, and convenience, and does not adversely affect the environment resulting in violation of Laws or Regulations.
2. Any work impacting the water and/or sanitary system operations must be pre-approved by the CO prior to proceeding. Organize and plan construction activities so that the number and length of any required outages are minimized. The CO may deny requests for work impacting the water and/or sanitary system if sufficient planning and contingencies are not in place.
3. Any temporary shutdowns need to be coordinated 48 hours in advance.
B. Incorporate sequencing of the work into the project schedule. Sequencing requirements include:
1. Phase 1
a. Stand up new SCADA system in Maintenance Building; RTUs set up at Elk Creek
Tank and Lake Fork Pumphouse.
b. Lake Fork Wastewater work including HDD for Force Main (w/ LS replacement);
Lake Fork SCADA work; followed by HDD to Elk Creek for Force Main line along main road from primary lift station to lagoons.
CURE 318472 01 11 00 - 3

Home office overhead shall contain only allowable, allocable, and reasonable costs per the contract documents and FAR Part 31. Profit percentages are based on risk factors found in FAR Part 31which have been applied to the specific type of work included in this project. Negotiated rates shall not exceed the following percentages for OH&P for contractor self-performed work:
Overhead………………10%
Profit…………………….7%
2. Total aggregate limit of markup (OH&P) for Contractor and Subcontractors on modification work shall not exceed 25%. The NPS will not be responsible for allocation of percentages between contractor and subcontractors at any tier.
3. If Contractors form a partnership, partnership may only receive home office overhead and profit in same amount as an individual Contractor (refer to paragraph 1.3,E,1 above). It is the responsibility of the partners to decide on division of revenue.
4. Combined Increases and Decreases: On proposals involving both increases and decreases in the Contract Price, overhead and profit mark-ups are required on net increases and deducted on net decreases.
5. At no time can profit be calculated on Overhead or itself, it must be calculated on direct costs of work only.
