About this file
This document is a Specifications file for the Lakeview Cemetery Infrastructure project by the City and County of Broomfield (CCOB), located in Colorado. The project encompasses two primary scopes: constructing six columbarium footer foundations with associated civil work and rehabilitating the cemetery's wrought iron fence and historic gates. The work includes excavation, concrete flatwork, tree removal/relocation, fence restoration, and modifying vehicle access points. The project requires comprehensive infrastructure improvements, with specific attention to long-term durability and functional reliability of cemetery components.
The contract is structured with 18 bid items and one bid alternate, using a combination of lump sum and unit price payment methods. Pricing will be determined through detailed measurement of completed work, with unit prices applicable when actual quantities are between 75-125% of estimated quantities. The contract includes provisions for mobilization, excavation, concrete work, landscaping, fencing rehabilitation, and contingency (force account) items. The contractor will be responsible for obtaining necessary permits, including a Public Private Improvement Permit (PPIP), and must comply with environmental clearance requirements. Payment will be progressively administered based on satisfactory completion of work stages, with partial payments following specific CCOB procedures.

MEASUREMENTS AND PAYMENTS
PART 1 - GENERAL SCOPE OF CONTRACT SUM
1) The Contract Sum for performance of the Work under Contract Documents, or under any Bid item, Allowance, Alternate, or Optional shall include full compensation for all Work required under the Contract Documents, including without limitation, all labor, materials, taxes, transport, handling, storage, supervision, administration, and all other items necessary for the satisfactory completion of the Work, whether or not expressly specified or indicated, incidental work and unexpected expenses, and all terms, conditions, requirements and limitations set forth in the Contract Documents, Lakeview Cemetery Infrastructure (Columbariums & Fence Restoration) plans, project Specifications, City and County of Broomfield 2022 Standards and Specifications and Section 109 of the 2023 CDOT Standard Specifications.
2) Contract Sum may be expressed as lump sum, unit price, guaranteed maximum price, allowance, or combination thereof.
3) Unless otherwise noted, estimated quantities on the bid schedule are believed to be accurate, however, the Contractor should verify the quantities as it relates to ordering sufficient material and scheduling work. Actual field measured quantities, complete in place, not the quantities listed in the bid schedule, will govern final payment.
UNIT PRICE ITEMS
1) Quantity of Work to be paid for under any item for which a unit price is fixed in Contract Documents shall be determined by Owner based on, so far as practicable, actual number of units satisfactorily completed, as determined by Owner and certified by Contractor, within prescribed or ordered limits, and no payment will be made for Work unsatisfactorily performed or done outside of limits.
2) Unit Prices shall apply to Work covered by unit prices so long as actual quantities performed on the Project are not less than 75 percent or greater than 125 percent of the estimated quantities bid or otherwise stated in the Contract Documents. If actual quantities exceed these parameters, then the unit price shall be adjusted by an amount to reflect the Contractor’s incremental cost differential resulting from increased or decreased economies of scale.
3) OPTIONAL ITEMS: Bidders are requested to quote a unit price for all the available options as asked in the bid document with reasonable pricing, however, it is not part of the mandatory requirements of the bid. These items will not be used as a basis to award the Base Bid.
LUMP SUM ITEMS
1) When estimated quantity for specific portion of Work is not indicated and/or Work is designated as lump sum, payment will be on a lump sum basis for Work satisfactorily completed in accordance with Contract Documents.
2) Payment for lump sum Work, or items of Work subject to a lump sum (e.g. without limitation, change order work), shall be made on the basis of satisfactory completion of such Work or work item, earned in progressive stages in accordance with the Contract Documents, up to but not exceeding the Contractor’s percentage completion of the Work or item.
3) Lump sum items shall be paid based upon the approved Schedule of Values, which shall be used to measure progressive payments based upon satisfactory progress towards completion of the item.
