About this file

This document is an Exhibit of Ordering Procedures for the Global Bulk Fuel Management and Delivery (GBFMD) multiple award contract, effective 1-October-2025. The procedures outline a "Fair Opportunity Process" for task order awards using a best value selection methodology. Contractors must maintain a valid Facility Clearance (FCL) up to the TS level and will be evaluated based on technical acceptability, past performance, and price, with past performance and price given approximately equal importance.

The ordering process allows the government to award task orders without exchanges, though the Contacting Officer (CO) may request additional information or revised proposals. Contractors are highly encouraged to submit proposals for all requirements. Key provisions include mandatory task order acknowledgment within specific time frames (same or next business day depending on receipt time), the government's ability to unilaterally cancel services with 96 hours notice, and a commitment to treating all offerors fairly and impartially during the evaluation process.

Effective 1-October-2025

ORDERING PROCEDURES

CONTRACTOR SELECTION

“FAIR OPPORTUNITY PROCESS”

1. Fair Opportunity to Compete

1.1. Fair Opportunity to Compete for Task Order Awards: Under the GBFMD multiple award contracts, fair opportunity for task order awards is provided through a “best value” process detailed below. The Government is responsible for evaluating GFBMD capabilities and making best value decisions.

1.2. Ordering Procedures: In accordance with (IAW) FAR 16.505, Ordering, all multiple award contract holders will be afforded a fair opportunity to be considered for each order. This fair opportunity is contingent upon the contractor maintaining a valid Facility Clearance (FCL) up to the TS level for classified requirements, and adherence to the procedures outlined in this section.

1.2.1. Clarifies a need for the services or supplies is of such urgency that providing such an opportunity would result in unacceptable delays.

1.2.2. Only one awardee is capable of providing the services or supplies at the level of quality required because the supplies or services ordered are unique or highly specialized.

1.2.3. The task/delivery order should be issued on a sole source basis in the interest of economy or efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity pursuant to the procedures in this clause to be considered for the original order.

1.2.4. It is necessary to place an order to satisfy a minimum guarantee.

2. Ordering Process

2.1. This Contract allows for GBFMD requirements to be awarded based on a “best value” concept.

2.2. The best value analysis will consider the following factors:

2.2.1 Technical Acceptability. Technical acceptability criteria will be cited in the task order. To be considered acceptable, offerors must clearly meet the minimum requirements of the task order. Such criteria may be included but are not limited to:

(1) Assessment timelines and deliverable schedules

(2) Capability to perform all required services

(3) Adequate staffing and labor hours to complete all tasks

(4) Maintenance of required security clearances

2.2.2 Best Value Determination. The following evaluation process will be accomplished for each task order.

(1) Contractors meeting the technical requirements above will then be evaluated for the following:

(i) Past Performance

(ii) Price

a. Total all-inclusive rate of all services applicable to the requirement will be evaluated for fair and reasonableness IAW FAR 15.404-1(b)(2).

(iii) Past Performance and Price are of approximately equal importance.

The Government intends to award TO’s without exchanges; however, the CO may inquire at any time about any task order proposals if additional information or a revised proposal is required. The CO may inquire about all, none, or as many proposals as needed; however, the CO shall treat all offerors fairly and impartially IAW FAR 1.102-2(c)(3).

This evaluation may be followed by a trade-off decision if determined by the CO to be in the best interest of the Government to pay a higher price to award to a higher performer.

2.3. Once the Government accepts an offeror’s proposal, the Contractor is obligated to accept the subsequent TO. The successful offeror shall acknowledge the TO on the same business day if received prior to 1430 Central Time. For a TO received after 1430 Central Time, the offeror shall acknowledge the TO no later than 1200 Central Time on the next business day.

2.4. Competition. Competition among all awarded IDIQ holders on all requirements for all task orders is important to the Government on this contract. Accordingly, awardees are highly encouraged, but not required, to submit a proposal for all requirements.

2.5. No Cost Cancellation of Services. The Government may unilaterally cancel all or part of the awarded TO without penalty, provided notification is given to the Contractor. The Government will provide a cancellation notice at least 96 hours prior to the task order start date unless otherwise stated in the TO.
