Central Lake Public Schools Bond Project - Construction Contract Opportunity
This Addendum No. 1, issued January 28, 2026, pertains to a construction project for Central Lake Public Schools in Michigan administered by Moore Trosper Construction Company (Construction Manager) and French Associates, Inc. (Architect). The project encompasses renovations to Central Lake Elementary School and Central Lake High School/Middle School, including secure vestibule additions and remodeling work funded through a 2025 bond program. Work is organized into eleven distinct bid categories covering masonry, structural steel, general trades, roofing and siding, glass and glazing, walls and ceilings, flooring, painting, plumbing and mechanical, electrical, and earthwork/site work. The pre-bid meeting is scheduled for January 29, 2026, at 3:30 p.m. at the MS/HS Library in Central Lake, Michigan. Sealed lump sum proposals are due Monday, February 9, 2026, at 3:30 p.m. and will be opened publicly immediately thereafter. The preliminary construction schedule extends from March 27, 2026, through August 24, 2026, with specific milestone dates for substantial completion of various project phases, including gymnasium work completion by August 13-19, 2026, depending on whether base bid or alternate specifications are selected. The contract will be executed under modified AIA Document A132-2019 (Standard Form of Agreement) with AIA Document A232-2019 General Conditions.
Bidders must submit a bid bond equal to 5% of the total base bid amount and provide 100% performance and labor/material payment bonds. Each work category includes a contingency allowance ranging from $2,500 to $15,000, depending on the category. All contractors and subcontractors must comply with Michigan Prevailing Wage Act requirements (MCL 408.1101 et seq.) with wages specified by classification for Antrim County. The project is subject to prevailing wage requirements with certified payroll records required monthly. Retainage is set at 10% of progress payments until final completion. All contractors must obtain state project registration with the Department of Labor and Economic Opportunity prior to commencing work. The project is publicly funded through state-issued bonds, and Central Lake Public Schools retains the right to reject any or all bids, consolidate or join disputes at its discretion, and enforce strict compliance with project timelines and quality standards. Additional requirements include submission of comprehensive schedules of values, daily reports, attic stock coordination, and compliance with school safety and student protection protocols throughout construction.
