Washington, DC. The installation site is on the fourth (4th) floor of Building C.

The contractor will perform A/E design services and construction services to make the building compatible with the recently acquired Canon ProStream 2133 Printing Press. The Press consists of two main components: (1) the press itself, which will be placed on the production floor, and (2) a cooling unit, which will be placed at a location to be determined (TBD) by the contractor.

The government will furnish both pieces of equipment. Canon will rig and assemble the press. The

Contractor shall provide all supporting utilities for the press and shall rig, hoist, place, anchor and connect the air-cooled process chiller at the designated installation location.

This project shall be delivered turnkey. The contractor assumes full responsibility for validating existing site conditions, coordinating with the equipment manufacturers, ensuring code compliance, and achieving successful Original Equipment Manufacturer (OEM) startup without infrastructure related deficiencies.

II. Background and Facility

A. Existing Site Conditions

1. GPO is located at 732 N. Capitol Street Washington, DC 20401.

2. The printing press being installed is manufactured by Canon;its trade name is the “ProStream 2000

Series”. Colloquially, it will be known as the Canon ProStream Press. Refer to Attachment #1 for more information on this press.

3. The Press will replace Asset #6906 on the provided drawings, which is between column rows 16 and

13 and column rows A and B. Refer to Attachment #2 for more information.

4. There is currently no equipment, stored materials, or any other obstructions occupying the space where the Canon Press will be installed. GPO will prevent any obstructions throughout the period of performance.

5. The press floor is constructed from concrete poured over the structural slab. Please refer to

Attachment #3 for detailed information on the GPO structure. A partial set is provided but a full set can be distributed later.

6. The cooler for the press is manufactured by Technotrans. Its trade name is the “Xtend 2800”.

Colloquially it will be known as the ‘Press Cooler.’ Refer to Attachment #4 for more information on this chiller

7. One proposed location for the Xtend 2800 is the existing mezzanine for Bridge 33. Bridge 33 connects Building B to Building C. The roof of bridge 33 is currently houses a chiller for another printing press.

(i) Refer to Attachment #2 for the location of the existing chiller and bridge.

(ii) Refer to Attachment #3 for structural information on this bridge.

(iii) Refer to Attachment #5 for information on the existing chiller.

8. A structural analysis was conducted on BLDG C and BR 33 roof for suitability to host the Canon

ProStream and the Xtend 2800, respectively. This report is for reference only. The contractor is responsible for field verifying all site conditions. Refer to Attachment #6 for this report.

9. The contractor is responsible for any further evaluations of the repairs, renovations, retentions, and additions and subsequently finalized by the COR.

B. Government Furnished Information

2. Upon request from the Contractor, GPO will provide record drawings and/or as-built documentation if available and as reasonably obtainable. The Government’s efforts to locate and furnish such documentation shall not be construed as a guarantee of delivery within any specific timeframe. The availability, completeness, and accuracy of record drawings/as-built documentation is not guaranteed. These documents are provided for information only and shall not be considered definitive ‘as-built’ drawings. The Contractor shall not rely on record documentation as an accurate representation of existing conditions and shall independently verify all existing conditions, dimensions, and requirements necessary to perform the Work. Any discrepancies between record documentation and actual field conditions, or delays in the Government’s retrieval or transmittal of record documentation, shall not constitute a basis for additional compensation or schedule relief to the Contractor.

However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately.
