8. Section M Evaluation Factors for Award
M.1 TECHNICAL EVALUATION CRITERIA AND RATING METHODOLOGY
The Government will evaluate the proposals based on MMAR 13.106-2 using the elements of MMAR 15.
The criteria listed below are presented by major category in descending order of importance, so that Offerors will know which areas require emphasis in the preparation of technical proposal information.
Offerors should note that these criteria serve as the standard against which all technical information will be evaluated and serve to identify the significant matters which offerors should address.
X-ray Evaluation Factors
M.2. Detection Performance & Imaging Capabilities
• Material discrimination/substance identification How well the system can distinguish between organic, inorganic, and mixed materials (e.g., explosives, narcotics vs. benign items).
• Image quality (contrast, spatial resolution, noise) The ability to resolve fine detail and low-contrast objects is crucial for threat detection. Factors such as detector technology, signal-to-noise ratio, and processing algorithms play a role.
• Penetration and throughput (steel penetration, object thickness capacity) The system must be able to penetrate sufficiently thick or dense objects, baggage with dense contents, or freight without losing detection capability.
• Multiple views / dual view / CT / 3D capability Systems that provide more than one view or tomographic capability reduce blind spots (superposition) and improve detection performance.
• False alarm rate/detection reliability The balance between sensitivity and specificity is critical — too many false positives reduce throughput and trust, and too many misses are unacceptable for security.
• Automatic / assisted threat recognition algorithms The sophistication and maturity of the software for automatic detection of weapons, explosives, contraband, etc., and its ability to update and make machine-learning enhancements are differentiators.
M.2. Physical / Mechanical / Environmental Fit
• Tunnel/aperture size & conveyor dimensions
The size of baggage, packages, pallets, or freight you need to screen dictates the tunnel size needed.
• Conveyor capacity/weight limits The load capacity, speed, and belt strength must match the expected throughput and load (heavy freight, break-bulk).
• Footprint, space, height, and integration constraints Physical size, clearance, power, cooling, and routing may constrain what models are feasible in your deployment site.
• Shielding, safety, and radiation leakage compliance The enclosure, shielding, interlocks, and compliance with radiation safety regulations (local/national/international) must be assured.
• Robustness and reliability under environmental conditions Consider dust, temperature range, humidity, power stability, vibration, and maintenance in the operating environment.
M.3. Regulatory / Certification / Standards Compliance
• Certifications and regulatory compliance
The system should satisfy relevant standards (e.g., aviation security, customs, border control, homeland security, and local radiation safety regulations).
NO Technical Evaluation Factors Rating Factor 1 Detection Performance & Imaging
Capabilities [Pass / Fail]
Factor 2 Physical / Mechanical / Environmental Fit [Pass / Fail] Factor 3 Regulatory / Certification / Standards
Compliance [Pass / Fail]
Factor 4 Throughput / Operational Metrics [Pass / Fail] Factor 5 Lifecycle Costs & Support [Pass / Fail] Factor 6 Risk, Past Performance & Vendor
Reputation [Pass / Fail]
• Performance test/compliance criteria Ability to pass periodic testing, calibration, inspection, and maintenance according to standards (e.g., performance qualification, radiometric tests).
• Open architecture/interoperability Compatibility with your network, command & control systems, data export, sensor fusion, and integration with existing security infrastructure.
M.4. Throughput / Operational Metrics
• Scan speed and throughput (items per hour/minute)
The speed at which objects can be scanned is essential, especially in high-traffic operations.
• Uptime/reliability/availability The system should offer high availability (low downtime), redundancy, and rapid repair/maintenance support.
• Operator ergonomics, user interface, training requirements How easy it is for operators to interpret images, manage alerts, work shifts, and train staff. The human-machine interface matters for detection performance. Research shows that image factors (e.g., superposition, bag complexity) plus training directly influence threat-detection performance.
• Throughput under worst-case/cluttered conditions Performance under challenging, highly cluttered, complicated baggage should be considered, not just the average case.
M.5. Lifecycle Costs & Support
• Upfront capital cost
Acquisition price (hardware + software + installation).
• Maintenance, service agreements, and support Spare parts, calibration, preventive maintenance, response times, service contracts, and vendor support infrastructure.
• Software updates, algorithm upgrades, license fees The cost and frequency of software/firmware upgrades, licensing of detection libraries, and adding new threat signatures.
• Power, cooling, consumables Operating costs include electricity, cooling, replacement parts, and consumables (e.g., X-ray tube life).
• Depreciation, upgradeability, modularity How easily can the system be upgraded (e.g., with new detectors and software modules) to extend its useful life?
• Resale/obsolescence risk How likely the system becomes obsolete, the vendor’s roadmap, and support horizon.
M.6. Risk, Past Performance & Vendor Reputation
• Vendors' track record & reputation
How reliable is the vendor? What installations/ references exist? How well do they respond to issues?
• Past performance/reliability history Evidence of uptime, field failures, customer feedback, and known issues.
• Warranty and liability terms Coverage of defects, performance guarantees, liability for misses, etc.
• Risk of single vendor lock-in Consider dependency on a single vendor for both hardware and software, and whether the system is too closed.
• Supply chain and parts availability Ability to obtain spare parts, consumables, and replacement modules over time.
