About this file
This is a technical submittal template document for a Security, Surveillance, and Fire Systems Maintenance Indefinite Quantity (ITQ) Request for Quote issued by the Commonwealth of Pennsylvania, Department of General Services Bureau of Procurement. The RFQ solicits contractors to provide comprehensive maintenance and support services for security, surveillance, and fire protection systems. Services encompassed include acceptance testing and system commissioning, employee training, repair and preventative maintenance, routine testing, alarm monitoring, system upgrades, and equipment procurement without installation. The contract term commences upon issuance of a purchase order and continues for a specified period (to be determined by the contracting agency), with an optional extension of up to 90 days at the Commonwealth's sole discretion. Contractors must demonstrate a minimum of two years of experience in the relevant commodity code, provide Workers' Compensation Insurance documentation, and submit three detailed examples of similar projects completed, including client references and contact information.
Contractors are required to propose qualified personnel with minimum two years of experience and current certifications relevant to the services to be performed. If subcontracting is utilized, contractors may not subcontract more than 49 percent of the services and must provide detailed subcontracting plans for Commonwealth approval. Proposed key personnel resumes must exclude personal information due to potential public disclosure. The document notes that prevailing wage rates and union labor may apply to certain service categories including repairs, preventative maintenance, and upgrades, particularly in areas or buildings where union labor is required. Contractors must adhere to all Commonwealth of Pennsylvania procurement policies, procedures outlined in Title 62 of the Pennsylvania Consolidated Statutes, and the DGS Procurement Handbook. Payment may be structured through purchase orders or, if agency approval is obtained, through formal funds commitments evidenced by written notice to proceed.
