About this file
This Statement of Work is an Invitation to Qualify (ITQ) contract issued by the Commonwealth of Pennsylvania, Department of General Services (DGS), Bureau of Procurement, designed to establish a qualified vendor list for Security, Surveillance, and Fire Systems Maintenance services. The contract covers six commodity codes: Acceptance Testing/System Commissioning, Monitoring, Preventative Maintenance, Repair, Testing, and Training. Contractors must demonstrate a minimum of two years of experience supplying products within each commodity code for which they seek qualification. The contract term commences on the Contract Effective Date and extends through May 31, 2031. Services explicitly excluded from the contract include staff augmentation, system installation, and repair services requiring construction, design, cabling, or structural alteration. Contractors interested in qualification must complete an Experience Form, Attachment A (Manufacturer Identification Sheet), provide manufacturer authorization letters if not the original manufacturer, complete Iran Free Procurement and Worker Protection and Investment Certification forms, and submit Lobbying Certification and Disclosure documentation. Each contractor meeting the minimum qualifications will be awarded a contract, though award does not guarantee business. All inquiries should be directed to Stephanie Dunn, Administrative Officer 2, at (717) 346-3840 or stepdunn@pa.gov.
Commonwealth agencies will issue Requests for Quotes (RFQs) to qualified contractors through the JAGGAER Custom Portal system, with contractors responding through the same platform. Agencies may require qualified contractors to furnish additional documentation upon request, and selected contractors will receive Purchase Orders to supply services according to specific RFQ requirements. Agencies will employ either a Best Value scoring method, which evaluates overall proposal quality against agency needs including cost, or a Low Cost method, which selects the lowest responsive and responsible proposal. Once qualified, contractors cannot unilaterally change authorized manufacturers but may request to add or remove manufacturers with 60 days' written notice to the Contracting Officer. Local Public Procurement Units may utilize this contract in accordance with COSTARS provisions. No specific pricing terms, set-asides, funding amounts, or renewal options are detailed in this document.
