About this file
This is a Questions and Answers document from a previous federal contract (12445023P0001) with the USDA Forest Service for facilitation and executive coaching services in Puerto Rico, Region 8.
The contract requires one facilitator or local person capable of fulfilling both facilitation and executive coaching roles. Key qualifications include Spanish language proficiency and bilingual capability, with familiarity of Puerto Rican culture and dialect essential. The facilitator must reside or co-locate at Region 8 Puerto Rico Headquarters to accommodate emergency meetings with government officials and dignitaries. Pricing must be all-inclusive and comprehensive, incorporating labor rates, travel, supplies, lodging, and materials equipment in a single rate; the Forest Service will provide specialty equipment as needed. The contractor is responsible for providing materials and supplies such as headphones and translation/interpretation materials. Coordination regarding meeting agendas occurs with the Forest Supervisor, Public Affairs, or Executive Assistant. The contract does not require the facilitator to produce weekly meeting reports; translation and interpretation services are provided during rendered services only. The government indicated willingness to compensate for services at competitive rates representing best value and indicated no preference for specific service delivery methods. Existing vendors on the contract are local to the Puerto Rican region.
