About this file
This is a Statement of Work (SOW) for generator maintenance and emergency repair services provided by the Federal Aviation Administration (FAA) on behalf of the United States Forest Service (USFS).
The contractor must provide three categories of services for backup power generators located at USFS facilities nationwide: preventative maintenance (PM), corrective maintenance (CM), and emergency/urgent repairs. PM services include engine inspections, oil and filter servicing, fuel system checks, cooling system maintenance, battery replacement, electrical system testing, and Automatic Transfer Switch (ATS) inspections, with documentation of findings and test results. CM services encompass diagnostic troubleshooting, mechanical and electrical repairs, control system repairs, fuel and cooling system repairs, and component replacement, all requiring COR approval for work beyond authorized scope. Emergency repair services must be available 24/7 with a 24-hour response time following FAA notification and approval. The contractor must supply all transportation, labor, tools, equipment, and materials, and is responsible for waste disposal per state and federal regulations including EPA requirements. Regular PM and CM services operate Monday-Friday during normal business hours on a one-year recurring cycle, while emergency services are available weekends and holidays. The contractor must submit digital written reports in editable format within five days of work completion, including site information, maintenance performed, inspection findings, operational test results, deficiencies, corrective actions, and recommendations. Daily Activity Reports documenting all maintenance, travel, and support activities must accompany invoices with supporting travel receipts. The COR retains the right to inspect services and contractor facilities for contract compliance. Generator site locations are specified in Attachment A, with additional services available through mutual agreement between the contractor and FAA Contracting Officer.

The Federal Aviation Administration (FAA) provides technical and operational support to the United States Forest Service (USFS) facilities. To continue to support the reliability of these facilities, the FAA is coordinating generator maintenance and repair services on the behalf of the USFS. These generators provide backup power to communications equipment and other mission-essential systems that support public safety, wildfire management, emergency response, and agency operations. Routine preventative maintenance, corrective maintenance, and emergency repair services are necessary to ensure generators remain operational and capable of providing reliable standby power during utility outages and other emergency situations.
