About this file

This is a Justification and Approval Memorandum for a federal contract opportunity issued by the Army Contracting Command-Redstone Arsenal (ACC-RSA) on April 13, 2026. The procurement is for maintenance and repair of laboratory environment systems at the TMDE Support Center, Letterkenny Army Depot in Chambersburg, Pennsylvania, with a total estimated dollar value of $201,719.82 using FY 2026 and OMA funds. The work is classified as a new purchase of commercial items under NAICS Code 811210.

The required services include replacing four units in the laboratory with the following components: four replacement evaporators on existing indoor units with internal components only (metal structure remaining), four replacement condensing units, rooftop unit replacement via crane, removal and replacement of existing temperature/humidity controllers with PLC controllers housed in a new 24x24 NEMA enclosure, provision of a standalone PC with VT SCADA for monitoring and data storage, PLC programming to match existing HVAC controls, installation of new control panels interfaced to existing equipment, and startup/training of the new control system. The acquisition is being conducted as a small business set-aside, with two identified small business sources: Process Control Specialists, Inc. (CAGE 1CUQ0) and AES HVAC, Inc. (CAGE 8QK09), plus one large business source, Tristate HVAC Equipment, LLC (CAGE 1TG62). The justification for limited competition is based on exclusive licensing agreements that restrict service availability to limited vendors. Market research was conducted from March 20 to April 10, 2026, including engagement with government and industry experts, a sources sought posting on SAM.gov, web searches, and vendor surveys. The contracting officer is Lisa S. Armes, and the requiring activity point of contact is Robbie Campbell at 256-876-9757.
