About this file
This is a Questions and Answers document for the Coburn Gore Land Port of Entry (LPOE) Art in Architecture (AIA) project, Notice ID 0332CG-AIA, issued by the General Services Administration (GSA).
The opportunity is a Small Business Set-Aside for the commission of permanent public-scale artwork at the new Coburn Gore LPOE in Maine. GSA is accepting submissions from artists of all materials and mediums, including sculpture, murals, illustrations, and other art forms. Selection will be based on evaluation of the artist's existing portfolio and past work; the selected artist will develop the artistic concept only after being awarded the contract and completing a site visit. Submissions should be emailed to nationalartistregistry@gsa.gov, with instructions available at https://www.gsa.gov/real-estate/fine-arts/art-in-architecture-program/aia-national-artist-registry. Authorized agents or representatives may submit applications and materials on behalf of artists. As of the Q&A date (September 8, 2026), no specific location within the LPOE, dimensions, footprint, site plan, architectural renderings, or preliminary technical requirements have been designated. GSA indicated it was instructed to submit a budget range for the commission, though an exact budget was not to be posted in the solicitation materials. This is a brand-new project with no incumbent contractor.

3 I am wondering about the visuals of my sculpture on file with the GSA? I looked on the GSA web site but i am not included in that list, so I don't know how else to see if my slides are still on file other than to ask you. I am very interested in being considered for the project in Maine. or do I have to reapply for this specific project?
The GSA National Artist Registry is not available to the public as it contains PII. Please send an email to: nationalartistregistry@gsa.gov if you wish to confirm which sculptures you previously submitted to the Registry.

4 I was wondering if you could help me find out more about the specifics of the proposed project at Coburn Gore LPOE? I wasn’t sure if this was open to mural arts or if it’s specifically for sculpture arts.

5 What is the actual budget for art in this project?
There was a range listed between $275-$400K, but elsewhere it was suggested it was 0.5% of the overall budget of $500K.

17 I'm a calligrapher in Alexandria who is currently under contract with the Department of State. I noticed the listing on SAM.gov for the Coburn Gore LPOE Art in Architecture project, and would like to collaborate with a stonecarver I know to submit a proposal.
There are pictures of the current facility and surroundings online, but none that I can find of the new design. I appreciate that the renderings might be confidential for some reason, but without knowing what the new facility will look like, it's difficult to propose an appropriate artistic design. For example, would free-standing boulders with carved calligraphy be the best option, or is the exterior of the buildings suited to having carved slabs incorporated on the walls themselves? What is the color scheme and scale of the buildings?
Also, is it appropriate to incorporate Canada-related themes/imagery, or only US?
The artist(s) will be selected on the basis of their past work. The artist will develop their artistic contract once they are under contract and have completed a site visit.
