About this file
This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Library of Congress for film viewing and handling equipment maintenance and repair services.
The Library of Congress seeks a single-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for maintenance and repair services of specialized film preservation equipment, including motion picture flatbeds, motorized rewinds, splicers, synchronizers, and manual rewinders housed at two locations: the Madison Building in Washington, D.C., and the Packard Campus/National Audiovisual Conservation Center in Culpeper, Virginia. The contract covers approximately 44 flatbed and rewind machines and an estimated 200 additional equipment items, with no more than 40 total equipment items serviced annually. Services required include onsite preventative maintenance at both locations, offsite maintenance for certain equipment, ad hoc repairs and upgrades using time-and-materials pricing, remote support, and comprehensive reporting. The contractor must provide all tools and routine parts, bring a supply of routine parts on each service call, and submit condition reports within 30 days of each visit. A Senior Service Technician with at least five years of experience repairing comparable equipment is required as key personnel. The contract period runs from June 1, 2026, through May 31, 2031 (five years), with a minimum obligation of $5,000 and maximum obligation of $700,000. Ordering Years are priced separately with no mixed-year pricing permitted. The solicitation number is 030ADV26R0031, with an offer due date of May 11, 2026, at 5:00 p.m. EDT. Award is unrestricted (not set-aside). Proposals must be submitted electronically via email in Microsoft Office or Adobe formats with a maximum file size of 20MB and include three volumes: Technical Approach and Capabilities (maximum 7 pages), Past Performance (maximum 3 pages total with three references), and Price (using the provided pricing chart with firm fixed pricing for all items). The Library will evaluate offers using a best-value trade-off approach based on technical approach, past performance, and price, and reserves the right to award without clarifications. Contractor invoicing must be submitted through https://www.ipp.gov. The contract incorporates FAR clauses for commercial items, including Service Contract Labor Standards, and requires compliance with federal labor and employment regulations. Contractors must obtain Library-issued photo identification badges and comply with conduct and security requirements for Library premises access.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
P1MI Film Viewing and Handling Equipment Maintenance
C.1. OVERVIEW / BACKGROUND
The Library of Congress (Library) owns and operates a variety of historic and contemporary equipment for the preservation of film formats. This equipment includes motion picture film viewing flatbeds, motorized motion picture winders, splicers, synchronizers, and manual rewinders. This equipment is housed across two Library locations, the Madison Building in Washington, D.C. and the Packard Campus or National Audiovisual Conservation in Culpeper, VA.
The equipment is highly specialized to meet the various media formats housed in Library collections. In many cases, the equipment is aging, historic, and no longer manufactured, making its care imperative for staff to continue providing material preservation, conservation, and viewing. The Library requires contractor support for regular maintenance, repairs, and occasional upgrades of these machines and equipment to provide researchers, staff, and members of Congress access to archival film collections without damaging them.
C.2. SCOPE
The contractor shall provide routine and ad hoc repairs, preventive maintenance, remote support, and occasional upgrades to the listed machines and equipment, including flatbed viewing machines, synchronizers, power and manual rewinds, and power and manual splicers (including ultrasonic, cement, and tape).
C.3. REQUIREMENTS
The Library has 44 flatbed and rewind machines in total which fall under this contract, but the number of machines to be serviced will vary each visit and will be specified in each order. The full machine list including quantity of machines/equipment, make and model, serial numbers, and locations is available in Attachment J1 – Machines – Equipment and Pricing List. The estimated quantity of splicers, synchronizers, manual rewinds, and split reels is approximately 200 in all; however, no more than 40 total equipment items will be serviced annually.
If the COR determines that machine(s) or equipment must be taken out of service, the Library will modify the contract to remove the item and include replacement machine or equipment, if there is any, provided it is of similar make and model to the machine(s) taken out of service.
The contractor must provide all tools and equipment needed for service of machines and equipment.
Task orders, purchase card orders, or COR-initiated QB task orders may be used to procure services and supplies under this contract. For the purposes of this contract, all ordering formats will be referred to as “order(s).”
3.1 Onsite Preventative Maintenance Services
Preventive maintenance shall occur onsite at the Library’s two locations (see Section F) and include a range of services identified below by machine/equipment type. The contractor is required to provide all labor, routine parts, tools, and consumables required to successfully perform preventative maintenance services. Routine parts shall be identified by the contractor and included in the price of preventative maintenance, minor repairs, or upgrades. Contractor shall bring a supply of routine parts on each service call. The cost of preventative maintenance services shall be provided per listed machine or piece of equipment (see Attachment J1) and include all labor and routine parts required to successfully complete the service or maintenance described below and bring the machine into operational status.
A. Flatbeds and Rewind Machines The inspection, cleaning, and minor repair of all flatbeds and motorized rewinds shall include at least the following:
Plate and roller cleaning and lubrication;
Cleaning optics;
Adjustment of picture and sound gates;
Adjustment of spindle and belt tension;
Clean and align sound heads;
Inspect machines for safe transport of film through film path;
Assess and maximize image quality, correcting brightness focus, flicker, or other issues as necessary.
B. Film Handling Equipment The inspection, cleaning, and maintenance of splicers, synchronizers, and manual rewinds and split reels shall include at least:
Splicers: Test for splice quality, lubricate and clean where needed; align, adjust, and replace parts as needed.
Synchronizers, rewinds, and split reels: Test, lubricate and clean where needed; align, adjust, and replace parts as needed.
3.2 Offsite Preventative Maintenance Services
Maintenance of splicers, synchronizers, and manual rewinds may occur offsite depending on priority and frequency of use of the item. If this is anticipated, the COR will contact the contractor for availability, scheduling, and a service quote including all necessary shipping return costs from the contractor to the Library. Requirements for on or off-site maintenance will be noted at the order level.
No shipping of devices or reimbursement of shipping costs shall occur without prior authorization and inclusion in the order.
3.3 Non-Preventative Maintenance
Non-preventative maintenance, or ad hoc repairs and upgrades, include fixing broken parts, electrical systems, or other problems that cause the machine or equipment not to function or to function poorly (such as preventing playback or rewinding, endangering film collections, or affecting viewing quality). These repairs must restore the machine or equipment to optimal operational condition.
A. Maintenance, repairs, and upgrades will be priced using time and materials and/or labor hours, to include any required non-routine parts, labor, travel (if required), and other direct costs associated with successful completion of the work. The contractor must provide a written estimate for the repair for review, acceptance, and authorization to begin work by the COR. No work shall begin until the COR provides written authorization for the supplies and/or services. If the contractor finds through the course of work that the repair will exceed the original estimate provided to the COR, they must notify the COR immediately and shall not continue or perform the additional repair without written authorization from the COR. The contractor must provide the final invoice to the COR after the performance of the non-preventative maintenance, inclusive of all parts and labor, after successful completion of the work. If a non-preventative maintenance need becomes apparent during a preventative maintenance visit, it must also follow this protocol for notification, approval/authorization, performance, and payment on completion, inspection, and acceptance.
B. To the best of the Library’s ability, non-preventative maintenance will be scheduled to occur during an already planned preventative maintenance visit. However, for needs requiring a separate visit, the contractor shall coordinate with the COR for scheduling.
Due to the age of some machines and equipment, repair to optimal operation condition may not be possible due to an inability to find replacement parts or a contractor’s opinion that a repair would cause more harm than good. If this occurs, the contractor shall provide a summary of work completed, condition of equipment, and professional diagnosis/opinion. The COR will review and, if appropriate, provide written acceptance of the contractor’s findings thereby marking an item “unrepairable.” If an item is unrepairable, the contractor will not be responsible for repairing them and it will be removed from Attachment J1 via signed contract modification from the Contracting Officer.
3.4 Non-Routine Parts
If non-routine parts are required for maintenance or repair of order items, the contractor shall provide a written quote for those parts to the COR and the price to be paid shall not exceed the established catalog or market price. This must include documented evidence of fair market value or commercial price for the items. The Library has a stock of parts associated with the machines and equipment and may have the required part available. If the Library has a part in stock, the COR will identify if that part shall be used in the replacement or if the new part proposed by the contractor will be required. No non-routine parts shall be replaced or purchased under this contract without inclusion on a fully executed, signed order from the Contracting Officer or written authorization from the COR to be paid upon delivery, installation, inspection, and acceptance.
3.5 Reports
The contractor shall provide the COR with overall condition report of machines (flatbed viewers and power rewinds) within 30 calendar days following each trip. The report shall detail maintenance, repairs, and upgrades performed, and provide recommendations for additional work or parts, if any. Equipment items (splicers, synchronizers, and manual rewinds and split reels) may require reports at the order level.
3.6 Remote Support
The Contractor shall provide remote support services to identify or troubleshoot issues to determine if service is needed on any of the covered machines and equipment. Remote services are anticipated to occur infrequently and will likely only be required to assist in diagnosis or troubleshooting for a possible machine/equipment repair or service. This support shall include assistance via voice or video call. If this remote support is required beyond the contractor’s company standard of availability for client inquiries, labor hours may be quoted to the COR at the rates provided in Attachment J1.

(1) The Library is a public institution responsible for making its resources (collections and staff) available to the Congress and the American people. To achieve a balance between access and security, the Library requires everyone (staff, visitors, interns, contractors, etc.), to always use due diligence and protect its assets during use.
(2) Physical access to Library collections is limited to staff and/or determined by the host office. In addition, established requesting processes in the various readings rooms must be followed.
(3) Loan Privileges. Contractor employees may obtain loans of Library property for internal use and Library work-related purposes.
i. Loan of Library Property. All loans of Library property must be approved and documented by the host Library Services office. Contractor staff shall obtain a Library “General Pass” (Form LW 12/54 (rev2/88)) for each loan.
ii. Liability – Loss or Damage of Library Property. Use or loan of all Library property and signature on this contract means that the contractor acknowledges and agrees to:
(a) ensure the return all Library property issued in the same condition as borrowed;
(b) accept responsibility and liability for the negligent loss or damage of issued or borrowed Library property; and
(c) ensure that the loaned property is used for Library purposes and not loaned to any other person.
(End of Clause)
H.4 LC52.204-2 CONDUCT ON LIBRARY PREMISES (JUL 2021)
1. Access to Library buildings and grounds is governed by 36 C.F.R. part 702 - Conduct on Library Premises. Contractor staff must comply with these requirements and restrictions and related Library of Congress Regulations and Directives.
2. The Library is committed to preventing and addressing all forms of discriminatory harassment and to ensuring that Equal Employment Opportunity (EEO) principles are fundamental to Library culture. Everyone — employees, interns, volunteers, contractors, researchers, and visitors — is expected to help make the Library a respectful environment free from offensive behavior.
a. Library of Congress employees, contractors, interns, volunteers, researchers, patrons, and other visitors have a right to Library facilities that are free from discrimination based on their race, color, national origin, religion, sex, sexual orientation, gender identity, age (40 and over), disability, genetic information, union affiliation, political affiliation, or marital status.
b. The Library does not tolerate discrimination – including sexual harassment, other forms of harassment, or a hostile work environment – based on these factors. The Library does not tolerate retaliation against anyone who engages in any form of protected EEO activity.
c. Contractor (including subcontractor) staff alleged to have engaged in discrimination or retaliation in the performance of this contract may be prohibited from entering Library facilities to perform work under their contracts.
Contractors are required to promptly respond to all Library inquiries into allegations of discrimination, and must, in good faith, cooperate with Library investigations. Good faith cooperation includes, but is not limited to, making contractor staff available for:
1. Formal and informal interviews by Library agents investigating allegations of discrimination;
2. Reviewing and signing appropriate affidavits or declarations summarizing statements provided by such contractor staff during the course of an investigation;
3. Producing documents requested by the Library agents conducting the investigation; and
4. Preparing for and providing testimony in depositions or in administrative hearings.
(End of Clause)
H.5 LC52.204-4 CONTRACTOR EMPLOYEE FITNESS (SEP 2024)
“Contractor employee fitness” means fitness based on character and conduct for work for or on behalf of the Government as a contractor employee.
Work under this contract is unclassified. However, the Library of Congress shall conduct background investigations of contractor personnel who will have 1) regular, ongoing, unescorted access to the Library’s buildings, grounds, or collections, 2) access to Library information technology systems, and/or 3) access to Library information not available to the public, including information determined to be Controlled Unclassified Information (CUI), to ensure they meet basic standards of honesty and trustworthiness pursuant to Library regulations. The Library does not determine the fitness of employees to work for the contractor firm that hires them. The Library’s interest is in determining whether contractor personnel should be granted greater access than the general public to Library facilities, Library information technology systems, and/or non-public Library information.
(1) Any access to non-public Library facilities, Library information technology systems, and/or non-public Library information will require a contractor employee fitness determination. All initial, existing, and reciprocal contractor employee fitness determinations will be subject to continuous vetting. Continuous vetting will vary based on position risk level. An example of continuous vetting is outlined in Trusted Workforce 2.0 (https://www.performance.gov/trusted-workforce/ and https://www.dcsa.mil/Personnel-Security/Continuous- Vetting/).
(2) A favorable contractor employee fitness determination requires completion and successful adjudication of a security application request (release forms, fingerprints, and a full background investigation). To facilitate the fitness determination, the prospective contractor employee shall submit to the Library complete and accurate information as identified on the National Background Investigation Services (NBIS)’s eAPP (https://eapp.nbis.mil) or other system as provided by the Personnel Security Division (PSD). Contractors should anticipate a minimum of two weeks for the process, provided all requested information is timely, accurate and complete and that no adverse information is received. A background investigation generally will require that the candidate has cumulatively resided in the United States for at least three of the past five years. This requirement is subject to certain exceptions assessed on a case-by-case basis by PSD in accordance with established federal personnel vetting standards.
(3) After the contractor employee fitness determination, each contractor employee with a favorably adjudicated background investigation shall be enrolled in and subject to the Library’s continuous vetting process. Enrollment in the Library’s continuous vetting process also requires enrollment in the Federal Bureau of Investigation (FBI) Record of Arrest and Prosecution Background (“Rap Back”) program, which provides the Library with notification of any criminal activity by the enrollee. Upon enrollment in Rap Back, the Library shall provide each enrollee with a notification of their rights with respect to the collection and use of their fingerprints and to the accuracy of the information obtained from Rap Back, as well as a copy of the FBI Privacy Act Statement that describes how FBI may use their fingerprint images.
(4) The fact that the Library may conduct background investigations and continuous vetting on assigned contractor personnel does not relieve the contractor of the responsibility to provide qualified, reliable personnel of sound character and conduct. This includes providing contractor personnel who can maintain compliance with the Library’s requirement of a drug-free workplace and federal laws regarding controlled substances (see the Controlled Substances Act, 21 U.S.C.
§ 801 et seq. for the definition of controlled substances). In the event that drug testing is required for a contractor employee to obtain a favorable fitness determination, the contractor will be responsible for bearing the costs of such testing, conducting the testing in a manner consistent with federal vetting standards, which are based on the testing protocols published by the Substance Abuse and Mental Health Services Administration (SAMHSA), and providing the results to the Library.
(5) The Library may require removal of contractor staff from Library facilities and revocation of access to Library information technology systems and non-public Library information if investigative results raise concerns regarding a contractor employee’s fitness or the contractor employee is non-compliant with the Library’s instructions or requests for information during the vetting process. In such cases, the Contracting Officer (CO) or Contracting Officer Representative (COR) will notify the contractor of the unfit determination and need for the contractor employee to return all government equipment such as badges, keys and network tokens if issued. Contractor management staff may be required to escort the contractor employee from Library premises.
(6) The contractor will ensure the COR and CO are notified of all changes to those contractor personnel performing work on this contract that require non-public access.
(End of Clause)
H.6 LC52.237-1 KEY PERSONNEL (AUG 2014)
The personnel designated as key personnel in this contract are considered to be essential to the work being performed hereunder. At least 30 days prior to diverting any of the specified individuals to other programs or contracts or as soon as possible if an individual must be replaced, for example, as a result of leaving the employ of the contractor, the contractor shall notify the contracting officer and identify proposed substitutions. No diversion or substitution shall be made by the contractor without written consent of the contracting officer.
The following personnel have been identified as Key Personnel in the performance of this contract:

(End of Clause)
H.7 LC52.237-2 CONDUCT OF WORK (MAY 2015)
The personnel employed by the Contractor shall be capable employees qualified in this type of work. The Contractor shall be responsible for all damage to Library property by the activities of his employees resulting from these operations.
The Contracting Officer may require removal from work on this contract any employee(s) that may be deemed incompetent, careless, insubordinate, unsuitable, or otherwise objectionable, or whose continued employment is deemed contrary to the public interest or inconsistent with the best interest of or the security of the Library.
