About this file
This is a Request for Proposal (RFP) from the Library of Congress for blank labels and spine labels for preservation materials. The solicitation (No. 030ADV25Q0136) seeks a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract for three specific label types: 1) Ft Meade Label (die cut, 0.87" x 0.75", 27,000 items per roll), 2) Regular spine label (.87" x 175' with exposed release liner), and 3) Long Spine Label for CMD (.87" x 375' with exposed release liner). The contract period is from 06-30-2025 to 06-29-2030, with a maximum aggregate order amount of $200,000.
Offerors must submit detailed technical proposals demonstrating label conformity with Library of Congress preservation specifications, including physical samples for testing. Proposals are due by May 19, 2025, and must be submitted electronically to the Contracting Officer, Cristina Vega. The evaluation will be based on a low-price, technically acceptable methodology, with technical acceptability determined through physical testing of submitted label samples. Offerors are required to complete the pricing attachment with firm-fixed prices and provide samples including a roll of spine labels, a label material sample for peel tests, and a sheet of CMD Ft Meade labels.

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
BLANK LABELS, PREPRINTED LABELS THERMAL TRANSFER RIBBONS FOR USE IN LABELLING
LIBRARY MATERIALS
1. OVERVIEW / BACKGROUND
The Library of Congress Joint Issue Group on Labeling (JIG-L) established standards and practices for all forms of labeling across Service Units, documented in the JIG-L Marking, Stamping, and Labeling Manual.
The Manual cites the exact content, size, production method, and preservation specification for each blank label used by units throughout the Library, as well as specifications for ink used to print on these labels. It is important to adhere to these standards because the labeling of collection material is frequently the only intellectual control access point for a collection item. The adhesive capabilities of a label are paramount to the long-term access of collection materials, and suitability of the material to retain a good quality printed image is crucial for long term retrievability through automated scanning and manual retrieval systems.
Label stock meeting these preservation specifications for adhesive capabilities, size and suitability for printed barcode, call numbers or other identifying information are purchased for many units of the Library of Congress, including the Copyright Office. This statement of work outlines the requirements for blank labels in three sizes that are suitable for use directly adhered to general collections, or applied to the enclosures that protect special collections.
The Library understands that label adhesive suitable for bookcloth, boxboard, metal and plastic may stain or otherwise degrade paper. Therefore, the Library has broken the need into labels suitable for (1) bookcloth/boxboard/metal/plastic and (2) labels suitable for use on paper.
2. SCOPE
The Library of Congress Preservation Directorate Preservation Services Division (PSD) intends to purchase variously sized blank labels for use in inventory and location tracking of Library of Congress’ collections.
Labels are intended for use on the covers of non-rare materials including books, on non-rare papers used for printed or written documents or the text pages of non-rare bound books, plastic and metal materials used in storage containers for collection materials and are intended for use on types of paperboard used in preservation housing supplies such as folders and boxes.

5. TESTING AND QUALITY ASSURANCE
5.1 Quality Assurance Testing
The Library of Congress has the right to perform any of the tests set forth in the specification where such tests are deemed necessary to ensure that supplies conform to prescribed requirements. This is done with described standards for physical qualities and performance requirements.
The Library reserves the right to update the Specifications with technical revisions during the period of performance of the contract at any time; however such changes shall generally be less restrictive, not more so, than the current Specifications. It is anticipated that the specifications will change at least once during the life of the contract. In the event of the specifications becoming more restrictive, a negotiated remedy/change shall occur via contract modification for the more restrictive specifications. If the Library makes a specification more restrictive, but it does not cause the product to fail, a negotiated remedy may not be required.
Upon delivery of the items under each task order, the Library will test samples taken from the order according to the LOC Preservation specifications:
Blank Labels – 700-721-25
Testing will be completed before invoices are accepted and approved. If samples fail testing, the product received by the Library (less the samples used for testing) will be returned to the contractor at the contractor’s expense. Invoices will not be approved for payment until testing is complete and products comply with all parts of the specification. Testing may take up to ten weeks after receipt of the items to complete. Items under each task order shall be delivered to the Library within 90 days after an order is placed.
5.1.1 Sample for Pre-Award testing
The Library tests these for various preservation qualities – most importantly long-term bonding of label to the collections items, absence of staining from the adhesive and long term legibility of anything printed on the labels.
For this contract the library requires the following samples be submitted for evaluation prior to award:
1. One roll of Blank Spine Label: .87" x 175' w/ exposed release liner 1.19", continuous roll for use in printing tests.
2. One sample of label material (adhesive and facestock) large enough to produce 50 1x3” samples for use in peel tests.
3. One sheet of 50 rows of CMD Ft Meade Label: Die cut, 0.87" x 0.75" each
5.1.2 Methods
Tests will be conducted in accordance with specified test methods of the American National Standards Institute (ANSI), the American Society for Testing and Materials (ASTM), the Technical Association of the Pulp and Paper Industry (TAPPI), and the International Organization for Standardization (ISO). Publications describing these tests may be ordered directly from the technical associations, their websites, or other online standards vendors.
5.2 Acceptance of Deliverables and Invoices
Materials will be accepted when the Library of Congress has ascertained that the products comply with all parts of the specification. This may take up to ten weeks after receipt of each order. Invoices will not be accepted until testing is complete.
5.2.1 Shipping Acceptance Criteria
Shipment arrives undamaged to the correct location with proper notification. Failure to meet any of these criteria may be grounds from rejection of delivery.
6. Place of Delivery (F.O.B. Destination)
Please note that the shipping conditions for the Library change in relationship to continually evolving security requirements for Capitol Hill. To avoid the potentially deleterious effect on the adhesive by imaging systems that may be in use for mail at the Capitol Complex, vendors are required to ship these supplies in the following manner:
Shipment for pre-award testing samples and for all orders must be sent in a box or boxes, not in an envelope or envelopes, attention to the COR:
TBD after award
Email and Call COR forty-eight hours before Delivery to confirm loading dock hours, which may be truncated due to an emergency or Other Restrictions.
Email COR also 48 hours ahead to ensure they are aware of incoming shipment.
7. Replacement of Damaged or Lost Items
