About this file

This document is a Questions and Answers (Q&A) file for Library of Congress Solicitation 030ADV25Q0112, which seeks contractor support for implementing tasks from the National Film and Sound Preservation Plans. The solicitation, valued under the Simplified Acquisition Threshold of $250,000, covers five primary tasks: a GenAI Symposium, National Recording Registry Programs, AMIA Professional Mentorships, AMIA Continuing Education Webinar, and related preservation activities. Key clarifications from the Q&A include virtual interview requirements, music licensing management by Accompany Studios, and coordination expectations with the Association of Moving Image Archivists (AMIA).

The Q&A file provides critical details about contract execution, specifically noting that all interviews must be conducted virtually, music licensing is handled by Accompany Studios, and exhibition platforms vary by task. The solicitation is a Best-Value, Trade-Off competition under FAR Part 13 Simplified Acquisition Procedures. Contractors are advised that they do not need to complete Section F of the solicitation, and that actual deliverable dates and timeframes are outlined in Section C.4 of the solicitation document. The overall requirement involves supporting the Library of Congress in executing congressionally-mandated preservation and archival tasks across film and sound media.

SUBJECT:Library of Congress Solicitation 030ADV25Q0112
TITLE:National Preservation Plan Implementation Tasks
DATE:03/31/2025

Question 1: Is there a budget or budget range?

Answer 1: The Library of Congress does not publicize cost estimates, however, this is a FAR Part 13 competition as indicated in Section M of the solicitation. FAR Part 13 Simplified Acquisition Procedures is for competitions that are estimated to be below the Simplified Acquisition Threshold of $250,000.00.

Question 2: Do you have a preference or requirement for the virtual conference platform for the symposium? (Solicitation Section C.3.1) Answer 2: The Library does not have a preferred platform, however, the contractor must coordinate with the Association of Moving Image Archivists (AMIA) to conduct the symposium on a platform that is compatible with the requirements of the task and AMIA’s hosting responsibilities.

Question 3: For the National Recording Registry Programs, will the contractor travel to interview people or will they go into local studios? What is the expectation for where these interviews take place. (Solicitation Section C.3.2) Answer 3: The interviews must be conducted virtually. As indicated in the Statement of Work Section C.3.2.1, Accompany Studios provides recording and production services for this task.

Question 4: How should we fill out Section F, you have provided all the dates?

Answer 4: The Section F Delivery dates are associated with the end date of each Contract Line Item Number (CLIN). In this case, the end date is the end of the contract. However, Section C.4 of the solicitation shows the actual deliverable dates and timeframes for each project. The offeror does not need to complete Section F of the solicitation.

Question 5: Do we need to license music for the radio shows? (Solicitation Section C.3.2) Answer 5: All music licensing is managed by Accompany Studios.

Question 6: What are the exhibition platforms?

Answer 6: Each of the five tasks has unique requirements for exhibition, publication, facilitation, and broadcast. C.3.1 platform will be coordinated with AMIA, C.3.2 platform will be broadcast by “Sounds of America” or a similar public radio segment, Section C.3.3 has no publication requirement, C.3.4 platform will be coordinated with AMIA, and C.3.5 follows the same specifications as C.3.2. There is no specific platform identified for the overall requirement.

Question 7: Can you please confirm, are the following activities part of this Request for Quote or will they be performed by the Library separately from the work in this Request for Quote, "and coordinate preparation of these radio programs with the Library’s own activities related to the Registry press announcement, including artist video interviews for the Library’s web site and press interviews with artists and others connected to that year’s Registry titles."

Answer 7: This work shall be facilitated by Accompany Studios.
