About this file
This is a federal solicitation (030ADV25Q0112) from the Library of Congress seeking contractor support to implement tasks from Congressionally-mandated National Film and Sound Preservation Plans. The contract requires the contractor to manage four primary projects: a GenAI Symposium, National Recording Registry (NRR) Radio Programs, AMIA Professional Mentorships, and AMIA Continuing Education Webinar on Restoration. Key deliverables include organizing a virtual symposium on generative AI in archives, producing radio programs highlighting sound registry selections, developing a professional mentorship program for archivists, and creating an online continuing education series on restoration techniques.
The solicitation includes detailed requirements for each project, with specific tasks to be completed by AMIA and Accompany Studios under the contractor's oversight. Deliverables are scheduled between October 2025 and May 2026, with the contractor responsible for project management, invoice processing, and ensuring timely completion of all tasks. The contract is a best-value, trade-off competition with an option to expand the NRR radio programs from one to four total programs. The total contract period runs through June 29, 2026, with each project having specific milestones and reporting requirements managed through a Contracting Officer's Representative (COR).

SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C. STATEMENT OF WORK
C.1 OVERVIEW / BACKGROUND.
The U.S. Congress created the National Recording Preservation Board (NRPB) through the National Recording Preservation Act of 2000 (Public Law 106-474). This legislation was reauthorized in 2016 (PL114-217). Nearly a decade prior, Congress created the National Film Preservation Board (NFPB) through the National Film Preservation Act of 1988 (PL100-446) which was also reauthorized in 2016 (PL114-217). Under this public law reauthorization, Congress has mandated that the Library of Congress (Library) implement comprehensive national recording preservation programs to ensure the survival, conservation and increased public availability of America’s sound and film heritage.
Combined, both plans contain dozens of recommendations and hundreds of separate action items requiring implementation. Some of these items require regular updating in response to technological advancements or other changes made because of studies published by Congress and the Library. The Library will fulfill the above mandates by implementing selected recommendations found in the National Recording Preservation Plan and the National Film Preservation Plan. A contractor is needed to fulfill these mandates as the effort required far exceeds the capacity of Library staff.
C.2 SCOPE
The contractor shall provide project management and oversight services for the implementation of the identified plan recommendations and action items to satisfy U.S. Congress mandates under Public Law 114-217.
C.3 REQUIREMENTS
The Contractor shall manage and oversee the following four (4) projects. They shall ensure that all Library partners complete the identified tasks per the deliverable schedule below and process invoices for said completed deliverables per the identified schedule. All presentations, broadcasts, and productions developed under this requirement must be submitted to the Contracting Officer’s Representative (COR) for formal review and written approval at least seven (7) days before their public presentation or broadcast. Please see Section C.4 for specific deliverable due dates.
C.3.1 GENAI SYMPOSIUM
C.3.1.1 Task Background
As artificial intelligence reshapes society, archives find themselves at the crossroads of innovation and responsibility. AI offers remarkable opportunities to enhance accessibility, discover hidden narratives, and broaden public engagement with historical materials. However, it also raises critical challenges, including the implications of AI-generated content on historical integrity and the critical responsibility of archivists in ensuring authenticity and maintaining public trust in a digital-first world.
At the recent Association of Moving Image Archivists (AMIA) conference in December 2024, members of AMIA and the Archival Producers Alliance (APA) met to discuss how to align work and address concerns of the archival community as GenAI continues to expand. The goal is to bring more stakeholders into the conversation by providing venues for discussion and research.
As part of these discussions, it was agreed to launch a joint AMIA/APA GenAI Interest Group to discuss concerns about generative AI in collections, ensuring authenticity, and the ethical frameworks needed. This is in addition to a research proposal AMIA is working on independently to conduct baseline research on the problems and solutions regarding generative AI in collections.
As the two keynotes and stream of programming at the recent AMIA conference showed, this is a rapidly evolving technology that promises to impact multiple areas of archival practice. As a follow up to the discussions with APA, we are proposing a day long virtual Symposium to discuss GenAI.
C.3.1.2 Task Requirements
The contractor shall oversee the Association for Moving Image Archivists (AMIA) organization and facilitation a one-day symposium. This shall involve securing a Symposium Coordinator and organizing a one-day virtual symposium on the topic of GenAI. This day long GenAI symposium must feature speakers representing different disciplines, some from the archival community and potentially outside the community, speaking to both the opportunities and challenges GenAI presents to the field.
C.3.1.3 Task Personnel
The Symposium Coordinator is responsible for the planning and production of the event. They shall work with the Library and any other key archival and industry organizations, as needed, to plan and produce the event. This includes:
1. Determining the day’s schedule
2. Identifying and inviting speakers
3. Arranging the date, time, time zone, hosting platform, and other details and responsibilities with all participants
4. Introducing the speakers and symposium day-of the event.
5. Providing technical and other assistance during the session and facilitating the discussion portion of the event.
6. Ensuring that the program is recorded, delivered to the Library COR via MP3 format, and made publicly available.
The contractor shall ensure that the Symposium Coordinator and AMIA perform all required tasks and provides all deliverables on time per the identified schedule. The contractor shall process invoices and ensure payment is provided on written acceptance by the COR on all completed deliverables.
C.3.2 NATIONAL RECORDING REGISTRY (NRR) PROGRAMS
This task includes one base radio program and the option to increase the quantity up to three additional radio programs for a total of four programs. Apart from the base program, no additional program planning or production shall occur unless the option is exercised via contract modification by the Contracting Officer (CO).
C.3.2.1 Background/Task Requirements
The contractor shall oversee Accompany Studios in the creation of one nationally broadcast radio program for the “Sounds of America” or similar radio series; these programs highlight selections from the latest annual additions to the National Recording Registry (NRR). No correspondence with Accompany Studios shall occur without the COR
The program in the series shall run fifteen minutes in length. Any deviation to this duration shall be communicated by the COR and shall not exceed +/- an additional seven minutes.
a. Accompany Studios shall provide a Series Producer and Series Production Team in consultation with the COR and the Library of Congress’ Office of Communications.
b. The programs shall feature interviews with prominent artists, scholars and other individuals discussing the importance of the National Recording Registry and continuing relevance to our cultural identity. These individuals will be identified by the Library in coordination with Accompany Studios and the Contractor.
c. Accompany Studios shall arrange feature interviews with registry artists/songwriters in coordination with the COR and the Library’s Office of Communications. No communication with the artists shall be initiated by the contractor without prior coordination and approval from the COR on behalf of the Library’s Office of Communications.
d. Accompany Studios shall provide brief excerpts from these broadcasts for use by the Library as part of its annual announcement of selections to the NRR, and coordinate preparation of these radio programs with the Library’s own activities related to the Registry press announcement, including artist video interviews for the Library’s web site and press interviews with artists and others connected to that year’s Registry titles.
e. On conclusion of the broadcast, Accompany Studios shall submit an MP3 file of each program to be hosted on the Library’s NRPB website and added to the Library’s recorded sound collection.
f. The contractor shall ensure that Accompany Studios includes them on all communication for project management and oversight purposes.
g. The contractor must ensure that Accompany Studios is performing on time and per the requirements of the task.
h. The contractor must communicate with the COR if the project falls behind schedule or if other performance risks or obstacles arise.
The contractor shall ensure that Accompany Studios performs all required tasks and provides all deliverables on time per the identified schedule. The contractor shall process invoices and ensure payment is provided on written acceptance by the COR on all completed deliverables.
C.3.3 AMIA PROFESSIONAL MENTORSHIPS: YEAR TWO
C.3.3.1 Task Background
In its 2019 report, the NFPB Diversity Task Force report outlined the need for a more diverse, inclusive, collaborative, and cohesive inter-generational moving image archive workforce. As a result of the report, AMIA initiated a successful Mentorship Pilot Program in 2022.
Building on the lessons learned from that Pilot, AMIA aligned its 2024 Mentorship Year One program with the AMIA Pathways Fellowship mentorship component, bringing both under a single Mentorship Program allowing shared (rather than duplicative) resources and more coordination between advisors, mentors, and the mentorship team. The program expanded support and resources for Mentorship Advisors and was able to provide facilitated first meetings for each mentorship pair.
Over the years, program development areas identified include the addition of an alumni program that includes mentees, mentors, and advisors. The idea of an alumni program came out of meetings with mentors and mentees at the 2024 AMIA Conference. It would offer mentees an ongoing connection, encourage continued engagement with the program by mentors and advisors, and continue to build a framework for mentorship within the community. Development of alumni programming and engagement that is mindful of participant capacity and resources is the focus of this task.
C.3.3.2. Task Requirements
The contractor shall oversee the Association of Moving Image Archivists (AMIA) Year Two Professional Mentorship Program.
Year Two must build on the previous programs and the Pathways mentorship component, incorporating lessons learned and feedback from previous mentors, mentees, and mentorship advisors. It must maintain a focus on engaging mentors and mentees from underrepresented backgrounds as well as those entering the field later in their career.
The Program must offer mentors cultural competency training and provide mentorship resources for mentors, mentees, and mentorship advisors. AMIA will provide the contractor with several resources and resource development guidance for the contractor to analyze and disseminate to participants of the program. In addition, Year Two must:
a. Build a structure for ongoing engagement of mentors, mentees, and advisors through a six-month long alumni program.
b. Engage previous mentorship cohorts to join in alumni meetings.
c. Continue engaging the alumni for a year beyond the mentorship program with at least three alumni meetings before the close of the contract period of performance.
The current AMIA Task Force overseeing the Mentorship Pilot will provide guidance for project management, interacting with past and current mentees and mentors, and other background information on the history of the Program.
The contractor shall ensure that AMIA performs all required tasks and provides all deliverables on time per the identified schedule. The contractor shall process invoices and ensure payment is provided on written acceptance by the COR on all completed deliverables.
C.3.3.3. Task Personnel Requirements
AMIA will provide a Program Manager to oversee six mentorship pairs for a duration of six months beginning in late 2025/early 2026. After the closing of the program, the Program Manager must oversee at least three alumni meetings before the expiration of this contract (June 29, 2026).
In addition to the AMIA office and Board, the Program Manager and the contractor will have access to the current Mentorship Team and Pathways Team to put plans in place aligning with the current program as well as coordinating with the Pathways alumni team. The Program Manager and contractor must be available during regular business hours to communicate with mentors, mentees, AMIA, the COR, and other project stakeholders as needed.
C.3.4 AMIA CONTINUING EDUCATION WEBINAR: RESTORATION
C.3.4.1 Task Background
With the absence of The Reel Thing, there has been a lack of programs with a focus on restoration. In November, AMIA met with colleagues at the International Federation of Film Archives (FIAF) about the need for online education in this area.
