SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

LC52.215-1 PROPOSAL SUBMISSION INSTRUCTIONS - BEST VALUE TRADE-OFF (JUL 2016)

L1. General Instructions to Offerors

This section discusses general proposal submission instructions, proposal requirements, and information regarding the formatting of proposals.

L2. Proposal Submission and Test Sample Delivery Instructions

Businesses shall submit their proposals to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov and to Lianne Carroll, Contract Specialist, at lcarroll@loc.gov. Proposals are due no later than the closing date listed in Block 8 on the first page of this solicitation. At the Library's discretion, proposals received after the proposal response due date and time may not receive further consideration. Offeror must not submit zipped files. The email containing the proposal must have the RFP number in the subject line (030ADV24R0059). The total maximum file size of all attached files cannot exceed 20MB due to restrictions on the LOC’s email system. If needed, businesses may submit multiple emails and ensure they are clearly identified (for instance: email 1 of 5; email 2 of 5, etc.). The proposals must include the solicitation number, business name, mailing address, telephone number, and SAM UEI number. The proposal must provide the name of offeror’s point of contact and their email address and phone number.

L3. Questions

Businesses shall submit their questions regarding this work to Jennifer Zwahlen, Contracting Officer, at jzwa@loc.gov as well as to the Contract Specialist at lcarroll@loc.gov. Questions are due no later than 11/06/2024 at 12:00 PM, Eastern Time. It is the Library’s intention to provide an award without engaging in discussions/clarifications if possible, so questions regarding all aspects are highly encouraged. All questions and answers shall be provided to all potential businesses as an amendment to the solicitation, but all offeror names will not be provided in the attachment. The Library reserves the right not to answer questions received after the Question due date; however, it also reserves the right to answer questions received after this date at the Library’s discretion. Late questions must be substantive, pertinent to the solicitation, and must not duplicate questions already answered in the Q&A responses document.

L4. Proposal Contents:

Proposals must contain the following separate volumes, in the stated order, as follows:

Volume 1). Technical Volume

Offeror shall produce and deliver a technical volume which, at a minimum, describes the project schedule/timeline, tasks, and assumptions for fulfilling the requirements. Offeror must provide a narrative that demonstrates its experience in commercial binding. This volume shall include detailed information on the Offeror’s production capacity, quality assurance procedures, and relevant Corporate Experience.

The proposal must demonstrate offeror’s experience providing the requirements in Section C and the required styles of binding, print, and bind services. This experience must include collation, preparation, leaf attachment, stamping, case-making, and casing in accordance with nationally recognized standards and guidelines (See Attachment J1 - Standards and Guidelines).

Offeror must demonstrate that they possess relevant data elements (see Section C.3.4). At a minimum Offeror shall provide the data elements listed above in the full range of library collections materials and styles of book binding. The data elements shall include collation, preparation, leaf attachment, stamping, case-making, and casing, executed in accordance with nationally recognized standards and guidelines.

This proposal volume is limited to 25 pages.

Volume 2). Samples for testing

Samples will be required as follows:

See section C.3:

Offeror shall submit a set of up to four (4) bound samples which have been bound in the following four (4) binding styles in accordance with Section C.3.4 of the Statement of Work (SOW): Standard Serial, Standard Book, Standard Recase, and Pamphlet. At least one of these samples shall be a digicover bound book.

Offeror may submit fewer than four (4) samples depending on Offeror's production capabilities and area(s) of expertise.

Amendment 0002: If the Library is familiar with the Offeror’s binding processes from a previous award, and nothing in these processes has substantively changed, the Library waives the requirement for samples.

This requirement is not waived for offerors that do not have previous contracts with the Library.

Delivery of Samples:

All samples must be delivered to the Library by 11:59 PM EST on 12/16/2024. Offeror shall use either FedEx, USPS or UPS shipping services and must obtain tracking numbers to send to the Contracting Officer’s Representative at the address below. Tracking numbers must be submitted to the Library so that the Library may track offeror’s samples.

Offeror is solely responsible for ensuring that the sample(s) arrive no later than the closing time and date of the solicitation.

Library of Congress PPS, Freight Services, Madison Building Loading Dock

100 C Street SE

Washington, DC 20540-4550

Samples will not be returned to the Offeror. Offeror will not be compensated for the value of the samples nor for the cost to ship the samples. Samples are a proposal requirement. If offeror fails to submit samples as part of their proposal, offeror may not receive further consideration at the Library’s discretion. The sample testing process may take several weeks to complete.

Contractor Facilities and Personnel:

The pre-award test samples must be manufactured at the same facilities, and on the same equipment that will be used to produce the deliverables for the contract resulting from this solicitation, if the contract is awarded to the Offeror.

NOTE: The samples themselves may not contain any offeror identification of any kind. Offeror identification is permitted only on the outside of the package.

Volume 3). Past Performance

The Offeror shall submit up to three past performance references for work substantially similar to this requirement. Past performance references must be limited to the past 3 years, and they must be for federal contracts, state contracts, or private businesses. Please include a point of contact’s name, email, and phone number, the contract number, the agency/company name, the total contract amount, and a description of the work performed and how it is of similar scope to the work being requested under this solicitation. There is no page limit for this proposal volume.

Volume 4). Price Volume

The Offeror shall submit a pricing volume containing amounts for the full performance of the requirements in Section C.

Pricing shall be broken out as specified in Attachment J2. Offeror shall submit a breakdown of their proposed prices using the price schedule at Attachment J2 of this solicitation. In addition, offeror shall price the columns of Attachment J2 that further break out the per-unit price to show how much of the price (as a percentage) encompasses labor and how much of the price encompasses materials costs (the only costs valid for adjustment per the economic pricing adjustment clause). Offerors must submit unit pricing for all five ordering periods and must also submit the pricing breakout for all five ordering periods. Offerors should submit prices for all work they are able to perform but are not required to bid on every item in Attachment J2.

In addition, offeror must complete Attachment J3 – Price Evaluation Price Schedule for price evaluation purposes.

Attachment J3 will be used solely to calculate the TEP. The quantities in J3 are in no way a guarantee of the quantities the govt will order. The Library reserves the right to issue a task order that requires fewer or more of any of the requirements in Attachment J3. However, the Library will issue the minimum required order amount for each contract resulting from this solicitation.

There is no page limit for this proposal volume.

SECTION M - EVALUATION FACTORS FOR AWARD

SECTION M

M1. Competition Type:

The Library intends to award one or multiple IDIQ contracts from this solicitation to the chosen responsible contractor(s) whose proposal(s) represent(s) the best value to the Government. This competition is being conducted in accordance with FAR Part 12 utilizing FAR Part 13.5 procedures. This is a Best Value Trade Off (BVTO) competition. The Library intends to award without discussions but reserves the right to enter negotiations with one or more offerors if it is determined to be in the best interest of the Library.

M2. Evaluation Factors:

Proposal shall be evaluated according to the following evaluation factors for this competition. The evaluation factors below are of approximately equal importance. All non-price evaluation factors, when combined, are more important than price.

Evaluation Factor 1). Technical Volume The Library will evaluate the Offeror’s technical volume to assess Offeror’s understanding of the requirements, to assess the viability of their proposed approach, and to evaluate the availability of offeror’s resources successfully perform the solicitation requirements identified in Section C. The Library will evaluate the Offeror’s proposal for the likelihood of successful performance of the requirements as demonstrated by the Offeror’s experience performing services of a comparable scope and complexity to the work contemplated under this contract. Offeror’s proposal must address each requirement sequentially and demonstrate that offeror has analyzed the requirement and provided a thoughtful approach to meeting the requirements of Section C. Offeror must not restate the requirements contained in Section C.

Offerors who simply restate the requirements may be evaluated less favorably.

Evaluation Factor 2). Samples The Library will evaluate the test samples submitted by each offeror for comparison to the Library's test results for Library Summit. If the Library is familiar with Offeror’s binding processes from a previous award, and nothing in these processes has substantively changed, Offeror shall not submit samples and will be evaluated based on the quality of materials supplied under the previous award(s). However, samples for Offerors who have not previously contracted with Library will be tested and evaluated. Samples will be tested to determine if the Library can accept or reject the sample based on the comparison to Library Summit. Tests may include: abrasion, water damage, and tear resistance. The Library will consider all substitute materials and reserves wide and deep latitude in accepting substitute materials.

Samples of substitute materials will be subject to various testing procedures. The SUMMIT material has already been pre-approved as an exception to the standard. Substitute materials may be tested for acceptance, in which case the material(s) would become additional exceptions.

Evaluation Factor 3). Past Performance Factor The Library will evaluate the past performance information submitted to assess the level of risk of offeror’s ability to successfully perform the contract. In addition to the references provided, the Library may review records contained in the Contract Performance Assessment Reporting System (CPARS), at the Library’s discretion. The Library reserves the right to contact and use information provided by the references and any other sources, including its own internal knowledge. Offeror will be evaluated neither favorably nor unfavorably for past performance if no relevant past performance information is provided by the contractor or obtained by the Library. The Library is not responsible for

030ADV24R0059 0002 Section M correcting or investigating misinformation. If the information cannot be determined to be accurate, or contains discrepancies, the past performance information may not be evaluated.

Evaluation Factor 4). Price

The Library will evaluate prices for fairness and reasonableness. Prices for all Ordering Periods will be evaluated. Offeror shall complete Attachment J2 - Price Schedule, which requires a unit price for each line item. The prices in Attachment J2 constitute offeror’s proposed price for each ordering period of the contract.

Offeror must also complete Attachment J3 - Price Evaluation Price Schedule which contains estimated quantities. The Library will add together the total price for each line item in Attachment J3 to arrive at a total evaluated price. The total evaluated price will be evaluated for reasonableness.

The Library may analyze the pricing breakout in Attachment J2, which documents the labor and materials prices for reasonableness.

M3. Multiple Awards:

If the Library chooses to issue multiple awards as a result of this solicitation, awards will be made based on the successful offeror's capacity to provide commercial binding, without delays, beginning after the period of performance start date. If awards are made to offerors which cannot provide the same production volume as offerors who can provide more volume, awards to the former will be of a smaller dollar amount and will represent smaller portion relative to the Library's total volume of work.

M4. System for Award Management:

Offeror must be registered in the System for Award Management (SAM) to be considered for award, and offeror must be registered in SAM at the time of proposal submission unless other methods may be used to determine responsibility while the business registers with SAM. Registration in the System for Award Management is free of charge. More information may be found at www.SAM.gov. The Library does not provide advice or guidance on the SAM registration process. Offeror may contact the SAM.gov Helpdesk for assistance if needed.
